Park Forest board to review tax levy, annexation request at Nov. 3 meeting

The Park Forest Board of Trustees is set to convene on Monday, November 3, at 7 p.m. at Village Hall, located at 350 Victory Drive. The agenda includes several items such as the adoption of the estimated 2025 tax levy, annexation of property along Monee Road, and the disposal of six village vehicles.

Deputy Village Manager and Finance Director Mark Pries described the estimated 2025 tax levy resolution as a routine annual procedure mandated by state law. He noted that this step must be completed at least 20 days before the final tax levy ordinance is adopted. The Board plans to adopt the official ordinance on December 1 after holding a public hearing on November 24.

The proposed tax levy for 2025 will not increase from last year’s amount for the Village itself. This marks the sixth time in nine years that there has been no increase in the Village’s portion. When including funds allocated to the Library, there will be a slight decrease of about $42,000 or approximately 0.19% compared to last year.

“The 2026–2027 budget will be funded by the 2025 levy,” Pries explained in a memo to the Board. “Historically, Park Forest has conducted a public hearing even in years when the levy increase has been below the 5% mandate.”

Another topic scheduled for discussion is the potential annexation of property at 226 Monee Road. This site covers roughly 2.62 acres and is currently part of unincorporated Will County. Property owner Vladimir Kuznetsov petitioned for annexation with plans to expand his motor vehicle repair business into vehicle sales.

Trustees are expected to consider three related ordinances: formal annexation of parcels, approval of an annexation agreement, and rezoning to C-3 Corridor Commercial District status within Park Forest. The Planning and Zoning Commission previously gave unanimous support following hearings held in September and October.

Economic Development and Planning Director Sandra Zoellner said that bringing this property into Park Forest aligns with existing comprehensive planning goals and would provide services such as police and fire protection.

The Board also plans to authorize disposal of six vehicles owned by various departments via auction at America’s Auto Auction in Crestwood. These include two former police cars along with trucks from Public Works and Parks Departments that have surpassed their useful life span.

Both a Rules Meeting and Special Regular Meeting are scheduled back-to-back on Monday evening.
