APPROVAL OF AGENDA:

There was a recommendation to remove Council Memo #15-22: Request to Rescind the Contract with Plainfield Community Consolidated School District 202 and Refund Amounts Paid in 2021 from the Consent Agenda and vote on it separately. This recommendation died on the floor with no motion made.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Sherri Reardon, to approve the agenda as written.

The motion carried by the following vote:

Joe Hammer with Ruettiger, Tonelli and Associates requested Council Memo #19-22: Ordinances Associated with Joliet Logistics Park Subdivision be tabled to the March 1, 2022 Council Meeting.

APPOINTMENTS:

A motion was made by Councilwoman Hallums Quillman, seconded by Councilman Morris, to table the recommended appointments to the Arts Commission to the January 18, 2022 Council Meeting.

Councilwoman Quillman gave an overview and explanation of the items discussed at the Tuesday, January 4, 2022 Public Safety Committee Meeting.

Maria Hernandez discussed the 2021 Connect and Protect Grant awarded to the Joliet Police Department.

Priscilla Cordero, new Executive Director with City Center Partnership, addressed the Council concerning the Rebuild Illinois Grant and the city square project.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Clement and Mayor O'Dekirk discussed a future informational meeting for the impact to businesses with the upcoming Houbolt Road interchange.

Councilwoman Gavin asked for an update on the Gateway signs at Route 6 and Walnut. She also requested the VOA team presentation regarding Hope Manor on the agenda. Mayor O'Dekirk indicated this item is scheduled for the January 18, 2022 Council Meeting.

PUBLIC COMMENTS:

Robert Hernandez spoke regarding the wearing of masks with COVID-19, the tabling of the Arts Commission appointments, and asked Council to give equal consideration when approving or denying projects.

MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin thanked the workers at Silver Cross and St. Joseph Hospitals for all they are doing during the COVID-19 pandemic.

Councilman Guerrero highlighted discussions he had with downtown businesses and the excitement for the Chicago Street Plaza.

Councilman Hug wished everyone a happy and prosperous new year.

Councilwoman Quillman wished everyone happy new year and wished everyone well.

Mayor O'Dekirk wished everyone a happy new year and wished everyone well with the spike in COVID cases.

CLOSED SESSION:

A motion was made by Councilwoman Reardon, seconded by Councilwoman Hallums Quillman, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.
