APPROVAL OF MINUTES
November 18, 2021 Zoning Board of Appeals Meeting Minutes
A motion was made by Brigette Roehr, seconded by Bob Nachtrieb, to approve the November 18, 2021 Zoning Board of Appeals Meeting Minutes. The motion carried by the following vote:
Aye: Hennessy, Nachtrieb, Safford, Roehr and McShane

It is not a question and answer period and staff, and the Zoning Board of Appeals members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.
OLD BUSINESS: PUBLIC HEARING
During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting.
PETITION 2021-02: An Extension of a Special Use Permit (Ordinance # 18238) for a light truck/ tractor cab tire repair and maintenance, located at 1101 N. Broadway Street.
Mr. Torri read the staff report into the record. Mr. Torri explained that this petition was previously approved by the City Council and the decision made today will determine if the petitioner will receive an extension on the previous approval. Mr. Torri also explained that this petition will move forward to the City Council for a final vote.
Mr. Nachtrieb asked what would happened if the Zoning Board of Appeals denies the petition, Mr. Torri said denial of this petition would be denying large truck repair. Mr. Torri said denying this petition also means the petitioner will not have to make the improvements listed in the conditions.
Chairman Hennessy asked if it is possible to separate the large truck inclusion and site improvement conditions. Mr. Torri replied that the two items go together with this extension request, so they must be voted on as one.
Chairman Hennessy swore in Mr. Joe Mazzone, Mr. Mazzone appeared in support of this petition. Mr. Mazzone gave an update on the changes the Petitioner made to improve the site and comply with some of the conditions.
Chairman Hennessy swore in Ms. Georgene Williams, 811 Elizabeth Street, Joliet, IL. Ms. Williams appeared in opposition to this petition.
Chairman Hennessy swore in Mr. Abraham Garcia, 545 Canyon Drive, Romeoville, IL. Mr. Garcia appeared in support of his petition. Mr. Garcia explained some of the improvements he has made and some of the setbacks he experienced since the initial approval. Mr. Garcia said if he is given a chance the will make the requested improvements. Mr. Garcia said there are not usually any vehicles parked at 1101 N. Broadway, he parks his delivery vehicles at 1530 N. Broadway St. Mr. Nachtrieb asked if Mr. Garcia would like to purchase 1530 N. Broadway St. Mr. Garcia said no.
Chairman Hennessy swore in Mr. John Sheridan, President of the Cunningham Neighborhood Council. Mr. Sheridan appeared in support of this petition.
Chairman Hennessy asked if any one would like to speak about this petition. No one came forward.

PETITION 2021-65: A Variation to reduce the front yard setback from 30 ft. to 9.4 ft. for a second-floor overhang addition, located at 1120 Harrison Avenue.
Chairman Hennessy swore in Mr. Hector Salazar, 1120 Harrison Avenue, Joliet, IL & Ms. Ochoa, 904 Rowell Avenue, Joliet, IL. Mr. Salazar appeared in support of his petition and Ms. Ochoa assisted with translations for Mr. Salazar. Mr. Salazar apologized for beginning construction without the proper approvals & permits, he wanted to add additional space for his children. Chairman Hennessy asked if Mr. Salazar will live in the house, Ms. Ochoa said yes. Mr. Nachtrieb asked if an Engineer reviewed the overhang in the front of the house, Mr. Torri said the Building Inspections Department began reviewing it, if it is not structurally correct, the Building Department will have it corrected. Mr. Torri told Mr. Nachtrieb the Building Department will do a full review once the Zoning Board of Appeals approves the variance.
Mr. McShane asked how many people live in the house, Mr. Salazar said six people, four kids, his wife & himself.
