City of Joliet City Council met Dec. 13.

Here are the minutes provided by the council:

ROLL CALL:

Present: Mayor Robert O'Dekirk, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon

Absent: Councilman Joseph Clement and Councilwoman Bettye Gavin

ALSO PRESENT: City Manager James V. Capparelli and Corporation Counsel Sabrina Spano

CITIZENS TO BE HEARD ON AGENDA ITEMS:

Eric Mattson, Union President of Union 2369 Fire Officers Association, asked for one position to be added to the budget - Public Education position for the Fire Department.

A brief discussion was held regarding this position.

ORDINANCES:

City Manager Jim Capparelli gave a brief overview of the changes to the proposed budget since the December 8, 2021 budget meeting.

A lengthy discussion was held regarding the proposed positions and an increase in employee healthcare contributions.

There was a consensus amongst Council and the City Manager to add the requested Fire Captain Public Education Officer.

Discussion was held regarding various budget items and direction was given to the City Manager regarding amendments to the budget.

A motion was made by Councilwoman Sherri Reardon, seconded by

Councilman Cesar Guerrero, to table all the ordinances associated with the budget to the December 27, 2021 Special Council Meeting with continued discussions a the Pre-Council meeting on December 20, 2021.

The motion carried by the following vote:

Aye: Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon

Absent: Councilman Joseph Clement and Councilwoman Bettye Gavin

Abstain: Mayor Robert O'Dekirk

Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2021 and Ending December 31, 2021, in and for the 1996 Joliet Special Service Area Number Fourteen (Joliet City Center), and 2009 Joliet Special Service Area Number Seven (Park Hill Subdivision)

Ordinances for the Levying and Assessment of Taxes for the Fiscal Year Beginning January 1, 2021 and Ending December 31, 2021 in and for the City of Joliet; Including the Joliet Public Library

Ordinance Abating the Taxes Heretofore Levied for the Year 2021 to Pay Debt Service on $3,665,000 General Obligation Bonds, Series 2020A, and $6,535,000 General Obligation Bonds, Series 2020B, of the City of Joliet, Will and Kendall Counties, Illinois

PUBLIC COMMENTS:

CLOSED SESSION:

A motion was made by Councilman Guerrero, seconded by Councilman Mudron, to enter into closed session to discuss to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned.

The motion carried by the following vote:

Aye: Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon

Absent: Councilman Joseph Clement and Councilwoman Bettye Gavin

Abstain: Mayor Robert O'Dekirk
