Mayor Adrieansen opens the Regular Board Meeting at 6:00 P.M. Roll Call: Trustee Dave Beemsterboer aye, Trustee Young aye, Trustee McDonough aye, Trustee Naughton absent, Trustee Adamski aye, and Trustee Dilling aye. Also present are Ramos, Sing, Gehrke, Zarnowski, Doyle, Tyk, Nelson, Golem, and Santschi.

Representatives from Midewin presented Mayor Adrieansen and the Board of Trustees with a poster commemorating their 25th Anniversary.

Mayor Adrieansen informs the Board of Trustees that they have before them an Authorization to Hire a Part-Tie Police Officer.

Beemsterboer Motion to Approve the Authorization to Hire Rebecca Buhs as Part-Time Police Officer at a Rate of $24.50 per Hour. Naughton Second. Beemsterboer aye, Young aye, McDonough aye, Naughton aye, Adamski aye, Dilling aye (6 ayes, 0 nays, 0 abstain, 0 absent). Motion Carried.

Mayor Adrieansen informs the Board of Trustees that they have before them An Ordinance Repealing Ordinance No. 729 and Rezoning Certain Property Located Within the Corporate Boundaries of the Village of Manhattan, Will County, Illinois (McCollum Resubdivision). He is requesting that this item be tabled to the next meeting due to minor issues the Village is working through.

Mayor Adrieansen informs the Board of Trustees that they have before them a Resolution Authorizing the Execution of an Engineering Agreement with Robinson Engineering. This is for Eastern Avenue from Smith Road to Baker Road.

Mayor Adrieansen informs the Board of Trustees that they have before them An Agreement with Paylocity for Payroll Services and Online Dashboard.

Finance Director Gehrke explains the capabilities of Paylocity and of how streamlined & easy it will be to run reports. Employees will be able to view their payroll information online through a dashboard.

Mayor Adrieansen informs the Board of Trustees that they have before them An Ordinance Amending Terms of Members of the Planning and Zoning Commission in the Village of Manhattan Code, Will County, Illinois (Title 4, Chapter 12, Article 1-2-C).

Beemsterboer asks if the language in the ordinance in Section C be changed to reflect a member may be appointed and not re-appointed?

Attorney Santschi suggests passing the Ordinance subject to the change of language.

Mayor Adrieansen informs the Board of Trustees that they have before them An Ordinance Amending the 2020/2021 Fiscal Year Budget.

Village Administrator Sing informs the Mayor and Board of Trustees that the Village received more revenue & spent less due to COVID. The Village saw a 10% increase in sales tax from online sales.

Superintendent Tyk informs the Mayor and Board of Trustees that Brett Reiter has passed his License C exam. This is a great accomplishment and Reiter is now going to study for his License B.

Mayor Adrieansen would like to thank the Police Department and EMA for the work they did on the 4th of July Parade.

Mayor Adrieansen and Young inform the Board of Trustees they are working on coordinating some activities for Sunday, September 5th at the Round Barn before the Fireworks. They want to bring back something like Fun Day to offer the community something more to do than just viewing fireworks. They will be putting together the information and schedule for the proposed Sunday, September 5th activities for the next meeting.

McDonough would like to thank EMA for their help with the St. Jude run. Congratulations to all of the runners. There were two teams from Manhattan that raised a total of over $60,000 out of the entire $140,000 raised in all of Chicagoland.

Adamski and McDonough inform the Mayor and Board of Trustees that a Community Garden is in the works to be located behind Well 6. The plan is to build it out this fall and plant in the spring.

Adamski would like to thank EMA for their help with the 4th of July Parade. He would like to remind everyone to please pay attention while driving especially on Cedar Road. Adamski said he would like to work on connecting the communities with sidewalks between each subdivision.

Dilling would like to know what is going on with the train horns. Village Administrator Sing informs Dilling that the Village met with railroad officials. He will follow up.

Dilling would also like to know when the pedestrian gates will be installed behind the wine bar. Superintendent Tyk stated that Metra is waiting on material to some in. He will follow up with Metra.

Dilling wants the Street lights that are out in the Stonegate subdivision and on Smith Road addressed. Superintendent Tyk will reach out to Lennar about the lights in Stonegate.

Beemsterboer asks if the light at the end of Trask can have a shield around it? It’s too bright. Superintendent Tyk will install a shield for it.

Acting Chief Zarnowski presents his Monthly Report for the Month of June 2021. The portable scales are expected to be in by the end of July. Taking vehicle #772 out of service.

Beemsterboer suggests giving vehicle #772 to EMA and then EMA pick-up can go to John.

EMA Director Doyle presents his Monthly EMA Report for June 2021. They EMA Department had 229- man hours. There were 3 weather related incidents from rotation in Joliet where the Laraway Communications Center set off the tornado sirens in Manhattan.

Superintendent Tyk informs the Mayor and Board of Trustees that they have before them the Public Works Monthly Report June 2021.

Village Engineer Monthly Report June 2021. Contracts approved by IDOT. Waiting on a start date from PT Ferro for the repaving project in Hanover and Leighlinbridge.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have before them the Building and Development Monthly Report June 2021.
