City of Joliet Environmental Commission met Oct. 8.

Here is the minutes provided by the commission:

1. ROLL CALL

PRESENT: Mike Bily, Gary Davidson, John Hertko, Wayne Horne, Marc Kaufman, Maria Rafac, Jim Riggs, Richard Rodriguez.

ABSENT: None.

2. Request to remove two items from meeting agenda to be discussed at a Joint meeting with City Council or whichever committee deemed appropriate

Motion to remove items 5. Discussion: Education Topic #13 and 7. Presentation:

Funding Strategies and believed not to be part of the mission for the Environmental

Commission was made by Wayne Horne.

Motion seconded by John Hertko.

Motion carried by the following vote:

AYES: John Hertko, Wayne Horne.

NAYS: Mike Bily, Gary Davidson, Marc Kaufman, Maria Rafac, Jim Riggs, Richard Rodriguez.

3. APPROVAL OF MINUTES

EC minutes of 08/13/19 - Amend No. 9 add discussion of Dr. Hertko raised questions regarding Radioactive water of Dresden Power Plant

Motion to approve the minutes as amended for the August 13, 2019 was made by John Hertko.

Motion seconded by Wayne Horne.

Motion carried by the following vote:

AYES: Mike Bily, John Hertko, Wayne Horne, Maria Rafac, Jim Riggs, Richard Rodriguez.

NAYS: None

EC minutes 09/10/19

Motion to approve the minutes of the September 10, 2019 Environmental Co was made by Wayne Horne.

Motion seconded by Mike Bily.

Motion carried by the following vote:

AYES: Mike Bily, Gary Davidson, Wayne Horne, Maria Rafac, Jim Riggs, Richard Rodriguez.

NAYS: None.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS

None at this time.

5. DISCUSSION: ALTERNATIVE WATER SOURCE STUDY STATUS AND SCHEDULE UPDATE

Allison Swisher, Director of Public Utilities, discussed the update and schedule of the Phase II Alternative Water Source Study. Various completed and forthcoming activities were discussed. The next meeting proposed is a Joint Workshop with City Council for Wednesday, November 13th from 5 pm to 7 pm for a presentation of the Phase II Study. There will be a Public Forum on December 5th from 5 pm to 7 pm. Several Commissioners asked questions regarding the study.

6. PRESENTATION: CITY OF CHICAGO

Deputy Mayor Ann Sheehan and various team members presented information proposing the City of Chicago as a water source. The Eugene Sawyer Water Purification Plant, located on the south side of Chicago, is the suggested intake site. Two options were presented for different lengths of lines and who would build them. Competitive Regional Rate Structure goals and outcomes were also discussed. Chicago currently serves 125 communities and processes 1 billion gallons a day

7. DISCUSSION: EDUCATION TOPIC #13 – ARE GRANTS A FUNDING OPTION?

Joe Johnson, of Stantech, discussed a brief overview of Education Topic #13.

8. PRESENTATION: FUNDING STRATEGIES

Joe Johnson presented the educational information of the advantages, disadvantages, and key considerations of State and Federal Grants and Loans, Municipal Bonds, Public Private Partnership, and Regional Partnering options were shared.

9. PRESENTATION: WATER TRANSMISSION AND WATER DISTRIBUTION 101

Jeff Freeman of EEI presented information on the differences of Water Transmission and Water Distribution.

10. WATER CONSERVATION SUBCOMMITTEE REPORT

Commissioner Rafac updated the Commission on Low Flow Rebate program and Rain Barrel Subsidy program totals. The subcommittee is currently working on conservation ordinances and continuing to create partnerships with educational locations.

11. NEW or OLD BUSINESS, not for final action or recommendation

Dr. Hertko discussed a published study from National Geographic regarding replenishing aquifers as well as an article regarding the Dresden Pool and the silver carp invasion. Peoria has been getting water from the IL river since 1889 and a few articles were cited regarding their water.

12. PUBLIC COMMENTS

Joe Roth encourages the City to have an aggressive campaign to make the knowledge of the Phase II results in time for the Dec. 5th Public Forum.

13. ADJOURNMENT
