Here is the minutes provided by the Board:

Board Present: M.Collins, L.Newton, E.O' Rourke, B.Wojowski, M.Bonuchi, B.Lamb, And C. Larson. Others Present: B.Murphy, Village Administrator; J.Harvey, Attorney; M.Gibas, Village Clerk; R.Vogel, Attorney; D.Wold, Engineer; R.Jessen, Public Improvements Superintendent; J.Proulx, Planning Director; K.Goska, Building Official; T.Pleckham, Management Services Director; And J.Konopek, Chief Of Police.

Call To Order, Roll Call, Pledge:

Mayor Collins called the meeting to order at 7: 00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the Pledge ofAllegiance. There were approximately 20 persons in the audience.

Presidential Comments:

Mayor Collins:

•Proclaimed May 20- 26, 2018 as National Public Works Week.

•Proclaimed May 2018 as Preclampsia Awareness Month and June 3, 2018 as Preclampsia Awareness Day.

Chief Konopek presented:

•Officer ofthe Year - Russ Pruchnicki

•Civilian of the Year - Shelley Riggs

•Life Saving Award - Russ Pruchnicki

•Life Saving Award - Michael " Shane" Housh

Trustees Comments:

Trustee Wojowski thanked the Police Department.

Trustee Bonuchi:

•Thanked the Police Department.

•Reminded everyone that Memorial Day is on Monday and encouraged parents to teach their children the true meaning ofthat day.

Trustee Lamb thanked the Police Department.

Trustee O' Rourke thanked the Police Department.

1)Approval Of Agenda

Trustee Lamb moved to amend the Agenda to remove items# 4 Text Amendment regarding small cell wireless antenna and item # 14 14535 S. Colonial Parkway Driveway Variance. Second by Trustee O' Rourke. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

Trustee Larson moved to approve the Amended Agenda. Second by Trustee Wojowski. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

2) Consent Agenda

Trustee Larson moved to approve the Consent Agenda to include:

a) Approval of the Minutes of the Board Meeting and Executive Session held on May 7,2018.

b) Bills Paid and Bills Payable Reports for May 21, 2018.

c) Cash& Investment, Revenue, and Expenditure Reports for April, 2018.

d) Ordinance No. 3353, decreasing the Class " E" Liquor Licenses to 11 reflecting the voluntary surrendered liquor license for Taqueria La Flor de Morelos.

Second by Trustee Bonuchi. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

3)Halfway House/Plainfield House Landmark Designation (HPC Case #1784- 040618.HPC) Trustee Bonuchi moved to adopt Ordinance No. 3354, granting local landmark status to the property commonly known as the Halfway House, located at 24028 W. Main Street, as a Village of Plainfield historic landmark. Second by Trustee Lamb. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

5) Utilities Code Text Amendment Regarding Water And Sewer Connection Fees (PC Case #1786- 041318.TA)

Trustee Lamb moved to adopt Ordinance No. 3354, granting approval of the proposed amendments to the Village ofPlainfield Utilities Code, regarding water and sanitary sewer connection fees. Second by Trustee Wojowski. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

6) The Farmhouse (PC Case #1780- 011718.SU/SPR)

Trustee Lamb moved to adopt Ordinance No. 3355, granting approval of a special use to permit a special event venue commonly known as The Farmhouse, located at 12729 S. Naperville-Plainfield Road. Second by Trustee Larson.

Trustee O' Rourke stated that better accommodations could have been made for the residents.

Vote by roll call. Newton, yes; O' Rourke, no; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 5 yes, 1 no. Motion carried.

7) Warehouse: 109 Outdoor Ceremony Garden (PC Case #1785- 040618.SPR/SU)

Trustee Lamb moved to adopt Ordinance No. 3357, granting approval of a major change to the special use for Warehouse: 109 to add the property located at 14916 S. Eastern Avenue as an outdoor ceremony garden. Second by Trustee Bonuchi. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

8) Sale Of Ridge Road Village-Owned Property

Trustee Bonuchi moved to approve the sale of Village-owned property commonly known as 6544 S. Ridge Road and to authorize the Village President to execute the Vacant Land Sales Contract and any additional necessary documents associated with the sale. Second by Trustee Wojowski. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

9) Northpointe (PC Case #1783- 032818.AA/SU/PP/FP)

Trustee Lamb moved to open the Public Hearing regarding the annexation agreement for the residential development commonly known as Northpointe, located north of 127th Street between 248th Avenue and Van Dyke Road, and to continue the Public Hearing to the June 4, 2018 meeting ofthe Board of Trustees. Second by Trustee Bonuchi. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

10) Depot Drive Public-Private Partnership

Trustee Bonuchi moved to approve the Development Agreement between the Village of Plainfield and Northern Builders Inc., regarding the Depot Drive Public-Private Partnership and to authorize the Village President to execute the Development Agreement and related documents. Second by Trustee Lamb.

Mr. Matt Grusecki, Northern Builders Inc. stated that they are excited about the opportunity to work with the Village.

Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

11) Route 30 TIF

Trustee Lamb moved to adopt Ordinance No. 3358, an ordinance granting approval of the proposed TIF Feasibility Study and Report to be conducted by S. B. Friedman Development Advisors, for the U.S. Route 30 corridor to be located generally between Interstate 55 and Renwick Road. Second by Trustee Bonuchi.

Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

Trustee Lamb moved to approve Change Order No. 2 for Route 30 TIF Designation Services in the amount of$3, 610.00 and authorize the Village President to execute the change order. Second by Trustee Larson. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

12) Downtown TIF Extension

Trustee Lamb moved to approve the proposal by S. B. Friedman Development Advisors for professional services related to the potential extension of the Downtown Tax Increment Financing not to exceed $ 14, 500, and to authorize the Village President to execute the proposal. Second by Trustee Bonuchi. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

13) 14632 S. Colonial Parkway Fence Variance (ZBA Case #1788- 041618.V)

Trustee Bonuchi moved to adopt the findings of fact of the Zoning Board of Appeals as the findings of fact ofthe Board of Trustees and, furthermore, to direct the Village Attorney to prepare an ordinance granting approval of a variance to permit a corner side yard fence encroachment of up to 19 feet for the property located at 14632 S. Colonial Parkway. Second by Trustee Lamb.

Trustee Larson pointed out that she is not a member of the HOA.

Trustee Lamb moved to adopt Resolution No. 1757, amending the financial policies of the Village of Plainfield. Second by Trustee Bonuchi. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, no; Bonuchi, yes; Lamb, yes; Larson, yes. 5 yes, 1 no. Motion carried.

Planning Department Report:

Building Department Report:

Mr. Ken Goska presented the Building and Code Enforcement Report for April, 2018.

Police Chief' S Report:

Trustee Bonuchi moved to authorize the expenditure of$ 5, 225. 00 to North East Multi-Regional Training, Incorporated. Second by Trustee Larson. Vote by roll call. Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes; Lamb, yes; Larson, yes. 6 yes, 0 no. Motion carried.

Chief Konopek presented the Operations Report for April, 2018.
