Councilwoman Quillman read a Proclamation recognizing the month of May 2018 as Preservation Month.

Sara Stovall accepted and thanked the Mayor and Council for their recognition.

3. Proclamation Recognizing the Cathedral of Saint Raymond Nonnatus (604 North Raynor Avenue) for their Front Façade Restoration of the Neoclassical Style Cathedral of St. Raymond Church as One of the Award Winners for the 2018 Joliet Historic Preservation Award

Owner of 318 S. Midland Avenue Lindsey Daniels accepted and thanked the Mayor and Council for their recognition.

5. Proclamation Recognizing MyGrain Brewery for Their Adaptive Reuse of the Beaux Arts Style Joliet Union Station Located at 50 East Jefferson Street as One of the Award Winners for the 2018 Joliet Historic Preservation Award

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk recognizing MyGrain Brewery for Their Adaptive Reuse of the Beaux Arts Style Joliet Union Station Located at 50 East Jefferson Street.

MyGrain Owner Vince Turrise accepted and thanked the Mayor and Council for their support and recognition.

VI. Council Committee Reports:

A. CTIS

Councilman Mudron stated the CTIS Committee met on Tuesday, May 8, 2018 and worked on a rough draft of a mission statement for the Committee and asked Dave Braner to review the meeting content.

Dave Braner gave an update on the adjudication software and asset management software selections.

B. Finance

Councilman Turk stated the Finance Committee met this evening at 5:30 p.m. to review sales tax revenue, overtime budget by department, request to renew healthcare and worker's compensation consulting services, and reconciliation True-Up, Council Memo #268-18: Ordinance Amending Sec 2-160, Service Fee for Returned Checks, of the City of Joliet Code of Ordinances (Imposing a Service Charge Equal to that Charged by the Bank Utilized by the City Plus $5.00), and Council Memo #275-18:

Request for Authorization to Award a 3-Year Contract for the Unified Electronic Payment System to Paymentus for Approximately $100,000 per Year. Senior Director of Account Management with Paymentus Jairius McClendon explained their electric payment system. Councilman Turk said the Committee reviewed monthly the Financial Report, Personnel Summary, Travel Expense Report, Invoices Paid and found them all to be in order and recommended their approval.

C. Prison

Councilwoman Gavin stated the Prison Committee met May 7, 2018 at 4:00 p.m. and were updated on all activities including the clean-up efforts at the prison and asked Quinn Adamowski to explain the upcoming volunteer event.

Quinn Adamowski briefly explained the May 19 and May 20 volunteer days at the old Joliet prison.

D. Public Service

Councilman Hug stated the Public Service Committee met this afternoon at 4:00 p.m. to review the award of contracts for the 2018-2020 mosquito abatement program and the 2018 roadways resurfacing contract. He stated the Committee also reviewed the amendments, change orders, and payments and all items were recommended for approval.

E. Stadium

Councilman Mudron stated the Stadium Committee met Monday, May 14, 2018 and discussed the work being completed at the stadium, activities taking place at the ballpark, and approved seeking request for proposals for a pavilion to replace a tent at the stadium.

The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, April 30, 2018 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, May 1, 2018 at 6:30 p.m. stand approved as recorded.

B. Invoices Paid Report

A communication from the City Manager contained his recommendation that the report be received and placed on file.

C. Council Memo #258-18: Position Vacancies

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill two Police Patrol Officer positions; 2) Fill one Public Safety Clerk; and 3) Fill one part-time Historic Preservation summer intern position and any subsequent vacancies which may occur.

D. Council Memo #259-18: Regular Payroll for March 16, 2018 – March 29, 2018 – $3,394,628.31

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period March 16 through March 29, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

E. Council Memo #260-18: Regular Payroll for March 30, 2018 – April 12, 2018 – $3,349,207.81

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period March 30 through April 12, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

Motion to concur in the recommendations of the City Manager was made by Councilwoman Bettye Gavin.

XII. City Manager:

The City Manager suggested the Mayor and Council contact our local legislators to take a position to restore the 10% of Local Government Distributive Funds (LGDF) and to refrain from further cuts to municipal revenue.

XIII. New Business (Not For Final Action Or Recommendation):

Mayor O'Dekirk stated he was notified that the Joliet Housing Authority has received a grant to build 42 new units in the Liberty Meadows Subdivision.

XIV. Public Comments:

Robert Hernandez thanked Mayor and Councilwoman Gavin for their tour on Friday of the Fairview Housing Complex and discussed the future demolition of the same complex. He also thanked the Joliet Police Department for their continued work at the complex.

XV. Mayor And Council Comments:

Councilwoman Gavin highlighted a food drive organized by the local United States postal employees.

Councilman Morris thanked Ignite the Fire Ministry for their program on May 5, 2018 and their ministry work in the community.

Councilwoman Quillman highlighted Star Wars Day - June 2, 2018 from 11:00 a.m. to 4:00 p.m.

Mayor O'Dekirk highlighted the Northern Illinois Food Bank ribbon cutting, First Secure Community Bank ribbon cutting, unveiling of the honorary street sign for Bob Hacker, law enforcement memorial ceremony at the courthouse, downtown clean-up organized by the City Center Partnership, Habitat for Humanity construction of a home on South Midland, 814 Parkwood the Williams Paralegal Services ribbon cutting.
