Village of Mokena Board of Trustees met April 23.

Here is the minutes provided by the Board:

Call To Order:

Mayor Fleischer called the Regular Session of the Board of Trustees to order at 7:00 p.m.

Pledge Of Allegiance:

The Board of Trustees and members of the audience recited the Pledge of Allegiance.

Roll Call/Establishment Of Quorum:

Clerk Martini called the roll and the following Trustees were present:

Joseph Budzyn

Debbie Engler

Joe Siwinski

George Metanias

Jillian Hersted

Also present were: Clerk Melissa Martini; Village Administrator John Tomasoski; Finance Director Barb Damron; Public Works Director Lou Tiberi; Assistant Village Administrator Kirk Zoellner; Police Chief Steve Vaccaro; Civil Engineer Brian Fei; Community/Economic Development Director Alan Zordan; and Village Attorney Carl Buck.

Discover Mokena:

Valerie Behling, co-owner of Izzy’s Gifts provided the location and hours of her business and stated they offer many unique gifts along with home and seasonal décor and ladies apparel.

Community Calendar:

Clerk Martini presented the Community Calendar.

Consent Agenda:

Village Administrator John Tomasoski presented (1) item on the Consent Agenda for Board approval. This item is strictly administrative in nature.

a. Motion to approve minutes from the April 9, 2018 Board meeting and work session.

Trustee Engler made a motion to approve Consent Agenda Items 6 (a) as depicted in the April 19, 2018 Request for Board Action prepared by the Village Administrator. Trustee Metanias seconded.

Presentations/Appointments/Proclamations:

Clerk Martini read a proclamation for Fibromyalgia Awareness Day.

Chief Vacarro introduced new police officers Bradley Klag and Moriah Peterson.

Mayor Fleischer welcomed Officers Klag and Peterson to the Village of Mokena.

South Brightway Road Water Main Improvements Recommendation

Civil Engineer Brian Fei presented a bid recommendation for the South Brightway Road water main improvement project. A bid opening was held on Tuesday, March 27, 2018. Eleven bids were received. P.T. Ferro was the lowest bidder in the amount of $112,638.69. Due to the interest in this project, the bids were highly competitive. This resulted in a bid that was $53,861.31 lower than the budgeted amount of $166,500.00. Staff spoke with P.T. Ferro representatives to discuss the scope and requirements of the project. P.T. Ferro has performed utility work for the Village in the past and the Village has maintained a good relationship with them. Staff anticipates a successful completion of this project.

Trustee Engler made a motion to award a contract for the South Brightway Road Water Main Improvements to the lowest bidder, P.T. Ferro construction, 700 Roswell Avenue, Joliet, IL 60433, in the amount of $112,638.69 and to authorize the Village President and Village Clerk to execute same. Trustee Metanias seconded.

Village Administrators Comments:

Village Administrator Tomasoski requested Community/Economic Development Director Alan Zordan update the Board on development and business activities. Mr. Zordan provided an update on pending development projects, announced new businesses, and highlighted cleaners.

▪ Assistant Village Administrator Kirk Zoellner presented information on the additional commuter parking spaces to be made available in the downtown area. Mr. Zoellner provided details of the lottery system that will be utilized to determine space assignments. He also noted that, 15 spaces are being transitioned from commuter parking to business parking in the Front Street lot. This is being done to help support downtown development, including Tribes Beer Company’s new brewery and beer garden.

Mayor Fleischer asked how names will be drawn for the lottery.

Mr. Zoellner explained that an internet program will be utilized to randomly select names.

Trustee Metanias asked if there would be enough commuters to fill the additional spots.

Village Administrator Tomasoski stated that more than enough commuters have expressed an interest in acquiring a monthly spot.

Village Administrator Tomasoski spoke about Distracted Driving Awareness Week which is April 23-27.

Mayor Fleischer spoke about a distracted driving accident involving two deaths that he heard about. He supports enforcing the laws related to distracted driving.

Trustee’s Comments:

Trustees Richmond spoke about the low bid for the Brightway water main and asked staff to monitor the work.

Trustee Engler spoke about a fundraiser for GiGi’s Playhouse she attended over the weekend. She thanked everyone for helping out at Clean-Up Day.

Mayor Fleischer thanked Trustee Engler for all her help with Clean-Up Day.

Trustee Metanias spoke about Clean-Up Day.

Trustee Siwinski requested drivers to watch their speed. He thanked everyone that attended Clean-Up Day. He thanked Jim Schlegel for all his efforts in cleaning up Mokena.

Trustee Budzyn acknowledged the Boy Scout in the audience. He was unable to attend Clean-Up Day as he was visiting his newest grandchild. He spoke about Jim Schlegel and his effort to help clean Central Park.

Trustee Hersted thanked Trustee Engler for her efforts with clean-up day

Clerk’s Comments:

Clerk Martini thanked the organizers of Clean-Up Day.

Mayor’s Comments:

Mayor Fleischer addressed Boy Scout Tyler Danielewicz in the audience and spoke about the scouting program and leadership. He thanked everyone for coming out and helping out on Saturday and spoke about the history of Clean-Up Day. He spoke about a new shoe repair business on LaGrange Road.

Executive Session:

Trustee Siwinski made a motion to enter into Executive Session at 7:32 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity pursuant to 5 ILCS 120/2 (c) (1). Trustee Engler seconded.
