Here is the minutes provided by the Board:

The Special Meeting of the Village Board of Trustees, Village of Elwood, April 18, 2018, at 6:00 pm, was called to order by Village President Doug Jenco.

Present: Village Board President Doug Jenco, Village Board Trustees: Don LaPaglia, Jasen Melahn, Mary Matichak, Dean Lowrance and Darryl P. Lab

Also, Present: Village Clerk Julie Friebele, Village Administrator Marian T. Gibson, Public Works Superintendent Larry Lohmar, Permit Technician Pat Winters, Attorney Eric Hanson and Attorney Jordan Kielian

The meeting opened with the Pledge to the Flag.

Other Business:

No other business was discussed.

Public Comments:

Members of the audience discussed the following topics:

• Resolution

• Financials

• Consequences of Decisions

• Ehlers Presentation

• Petition Presented to the Village Board

• Appointments

• Residential Development

• Improved Road Safety

• Democratic Process

Closed Session:

A motion was made by Trustee Matichak to go into Closed Session to consider the appointment, employment, compensation, discipline, performance or dismissal of a specific employee(s), appointment of a Village Official and the probable or imminent and pending litigation. Trustee Melahn seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Melahn – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Reconvene Open Session:

A motion was made by Trustee Matichak to Reconvene Open Session. Trustee Lowrance seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Melahn – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Actions To Be Taken Following The Closed Session Meeting:

Village President, Doug Jenco appointed Kendra Elaine Elberson to the Office of Planning & Zoning Commissioner for a three (3) year term.

A motion was made by Trustee Matichak for approval and confirmation of Kendra Elaine Elberson to serve as a Planning & Zoning Commissioner on the Village of Elwood Planning and Zoning Board for a three (3) year term. Trustee Melahn seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Melahn – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Village President, Doug Jenco appointed Joe Berscheid to the Office of Village Board Trustee.

A motion was made by Trustee Matichak for approval and confirmation of Joe Berscheid to serve as a Village Trustee on the Village of Elwood Board of Trustees until the next consolidated election held in April 2019. Trustee Melahn seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Melahn – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Village Clerk:

Kendra Elaine Elberson took an Oath of Office as Planning & Zoning Commissioner.

Joe Berscheid took an Oath of Office as Village Trustee of the Village of Elwood.

Adjournment:

A motion was made by Trustee Lowrance to adjourn the meeting. Trustee Matichak seconded the motion. All the Village Board Trustees present voted in favor of the motion. The motion carried.
