City of Wilmington City Council met February 20.

Call to Order:
The Regular Meeting of the Wilmington City Council on February 20, 2018 was called to order at 7:06 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.
Roll Call:
Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:
Aldermen Present:
Persic, Hall, Butler, Studer, Kirwin, Vice, Tutor, Evans
Quorum:
There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.
Other Officials in Attendance:
Also in attendance were the Deputy City Clerk Joie Ziller, City Accountant Kim Doglio and Attorney Bryan Wellner
Approval of Minutes:
Alderman Tutor made a motion and Alderman Vice seconded to approve the February 6, 2018 Regular City Council meeting minutes and have them placed on file
Discussion: Attorney Wellner made mention of the clarification on the minutes made by the Deputy City Clerk following the action taken after the close of executive session
Upon roll call, the vote was:
Ayes: 8 Aldermen Tutor, Vice, Butler, Evans, Studer, Hall, Kirwin Persic
Nays: 0
The motion carried.
Mayor’ Report:
Mayor Strong requested that if the residents are able to please clear away the debris from the storm drains during heavy rains.
Mayor Strong informed the Council that last Friday he met with Steve Smith who owns the property on RT 53 just south of Burger King. Mr. Smith is interested in developing a storage facility.
Mayor Strong announced that Wilmington Township has offered $60,000 for the purchase of the old police station on Main Street.

Planning & Zoning Commission:
The next meeting is scheduled for Thursday, March 1, 2018 at 5:00 p.m.

Alderman Kirwin made a motion and Alderman Tutor seconded to approve Ordinance No. 18- 02-20-01 – An Ordinance Authorizing the Execution of the Illinois Public Works Mutual Aid Network Agreement
Upon roll call, the vote was:
Ayes: 8 Aldermen Kirwin, Tutor, Vice, Butler, Evans, Studer, Hall, Persic

Alderman Tutor made a motion and Alderman Butler seconded to approve the Accounts Payable Report dated February 20, 2018 in the amount of $282,816.52 and the Collector’s Report for the Month Ended January 31, 2018 in the amount of $358,425.00 as presented by the City Accountant

Alderman Tutor made a motion and Alderman Kirwin seconded to approve Ordinance No. 18- 02-20-02 – An Ordinance Providing for a Supplemental Appropriation and Line Item Transfers for the Fiscal Year Beginning May 1, 2017 and Ending April 30, 2018

Alderman Studer made a motion and Alderman Tutor seconded to approve Resolution No. 2018- 05 – A Resolution Designating Authorized Signatories to the City of Wilmington Bank Accounts at First Midwest Bank
