Joliet City Council met April 16.

Here is the minutes provided by the Council:

I. Roll Call:

Present: Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk.

Absent: None.

Also Present: City Manager David A. Hales, Corporation Counsel Martin Shanahan, Jr.

II. Presentation:

A. Chicago Street Widening Project – Update

Director of Public Works Jim Trizna gave an overview of the Chicago Street Widening Project and the timeline for the project. He stated the goal is to build this project in 2019.

A brief discussion was held regarding lighting schematics and parking changes.

Per Councilman Gerl's request, Director of Neighborhood Services Jeff Sterr gave an update on the demolition of the previous State’s Attorney’s Office.

Mr. Trizna gave a brief update on the installation of the artificial turf at the Route 66 Stadium. He also briefly discussed the removal of the former name of the baseball stadium.

The City Manager gave a brief overview of this Council Memo.

Director of Neighborhood Services Jeff Sterr gave an overview of the Community Development Block Grant. He spoke regarding neighborhood stabilization and home ownership advantageous. He discussed the Community Based Development Organization and their role in receiving the CDBG.

The City Manager commented on the pros and cons for Community Based Development Organizations and commented on options moving forward. He discussed the need to create jobs and improve the quality of life as well as homeownership. The City Manager stated moving forward these items will go through the Land Use and Legislative Committee prior to moving to Council.

A lengthy discussion was held regarding Council Memos #214-18, #215-18, #216-18, and #221-18. Council recommended #215-18, #216-18, and #221-18 items be removed from tomorrow evening's agenda and remand to the Land Use and Legislative Committee.

Motioned and seconded to remove and remand to Land Use.

Motion to remove Council Memos #215-18: Resolution Approving the Designation of the Committee for Building Brighter Communities Inc. as a Community Based Development Organization (CBDO) for the City of Joliet, and #216-18: Resolution Authorizing the Execution of a Community Development Block Grant CBDO Agreement Between the City of Joliet and Committee for Building Brighter Communities Inc. in an Amount up to $220,000 and the Conveyance of Vacant Surplus Property at 344 South DesPlaines be and remand back to the Land Use and Legislative Committee was made by Councilman John E. Gerl.

Motion seconded by Councilwoman Jan Hallums Quillman.

Motion carried by the following vote:

Gerl.

Motion seconded by Councilwoman Jan Hallums Quillman.

Garland Mays, Community for Building Bigger and Brighter Communities spoke regarding the CDBO and their efforts for enhancing the quality of life. Other members of the Committee in attendance were Betsy Satcher with Eastside Neighborhood Association, Sara Stovall and Candace Johnson with the St. John's, and Boise Walker.

XIV. Closed Session:

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:
