A. Holiday Inn/Convention Center Opening (Sejal Patel)

Mr. Sejal Patel gave a presentation on the three businesses opened in April 2018 Holiday Inn & Suites, Rock Run Convention Center and Burger Theory.

B. Introduction to Council Members – Embassy Church

Tatiana Carter, Executive Administrator for the Transformation Center - Chicago located at 1220 Richards Street, Suite A, gave an introduction of the Church and all of the services provided to the community by Transformation Center - Chicago.

III. Mayor:

A. Proclamation – Celebrating Forest Park I.E. School 40 Years as a Magnet School and Being Recognized as an “Illinois School of Character”

Councilwoman Gavin read a Proclamation issued by Mayor O'Dekirk Celebrating Forest Park I.E. School 40 Years as a Magnet School and Being Recognized as an “Illinois School of Character”.

Mr. Jacob Darley, Principal - Forest Park I.E. School, accepted and thanked the Council for their recognition.

B. Proclamation - May 2018 ALS (Lou Gehrig's Disease) Awareness Month

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk proclaiming May 2018 as ALS (Lou Gehrig's Disease) Awareness Month.

C. Proclamation - May 2018 Motorcycle Awareness Month

Councilman Dickinson read a Proclamation issued by Mayor O'Dekirk proclaiming May 2018 as Motorcycle Awareness Month.

Mr. John Faulhaber, President - Will County Chapter ABATE of Illinois, accepted and thanked the Council for their recognition.

D. Mayor O'Dekirk - Reappointments to the Joliet Public Library Board

Motion to appoint Esperanza Chavez, John Markley, and Carol Boban for another three year term with the Joliet Library Board was made by Councilman John E. Gerl.

VI. Council Committee Reports:

A. Land Use & Legislative

Councilman Morris stated the Land Use & Legislative Committee met on Tuesday, April 24, 2018 to discuss an Ordinance Amending Chapter 19, Article II, Division 6, Illegally Pared, Abandoned, Inoperable or Stolen Vehicles, and Article IV, Impoundment of the City of Joliet Code of Ordinance, a Comprehensive Ordinance Consolidating and updating the Procedure for Administrative Adjudication of the City of Joliet Code of Ordinances, an Ordinance Consolidating the Fines in the City of Joliet Code of Ordinances into Section 1-8, Renamed Penalty for Violation of Code; Continuing Violations, and Updating the General Penalty Provisions of the City of Joliet Cod of Ordinances.

Councilman Morris called on Corporation Counsel Marty Shanahan to briefly explain the proposed revisions to the Ordinances. Mr. Shanahan stated the revisions improve the adjudication process. He stated his full explanation of the revisions can be viewed on the Land Use & Legislative Committee meeting on Tuesday, April 24, 2018. Councilman Morris stated the Committee recommended these Ordinances to Council for full approval.

Councilman Morris stated the Committee then discussed Council Memo #215-18: Resolution Approving the Designation of the Committee for Building Brighter Communities Inc. as a Community Based Development Organization (CBDO) for the City of Joliet. He stated this item was remanded back to the Committee level for further discussion. He stated the Committee did not make a recommendation for this item but to bring it back to the full Council for further discussion. He stated Council Memo #216-18: Resolution Authorizing the Execution of a CBDO Agreement Between the City of Joliet and Committee for Building Brighter Communities Inc. in an Amount up to $220,000 and the Conveyance of Vacant Surplus Property at 344 South DesPlaines Street and Council Memo #221-18: Request Authorization to Award a Contract for the Environmental Remediation of Vacant Parcel at 344 South DesPlaines to Chase Environmental Group in the Amount of $90,650 were tabled for further review by staff and then will be brought back to the Committee at a later date and time.

Councilwoman Quillman explained the last item on the Committee's agenda was the Joliet Quality of Life Plan. She stated after a lengthy discussion the Committee recommends this item be brought back to full Council for a complete presentation.

B. Public Safety

Councilman Gerl stated the Public Safety Committee met this evening to discuss Council Memo #244-18: Request for Authorization to Repair Damaged Fire Apparatus (Tower 6) in the Amount of $85,000.00 by E-One Incorporated and Council Memo #243-18: Request for

Authorization to Repair Damaged Fire Apparatus (Tower 6) in the Amount of $85,000.00 by E-One Incorporated. He stated the Committee also discussed a request to enter into an Intergovernmental Agreement with the Plainfield Fire Protection District.

C. Public Service

Mayor Pro-Tem Hug stated the Public Service Committee met this evening and reviewed the contracts, change orders, and payments. He stated the Committee approved the City's 50/50 sidewalk program and also discussed Council Memo #254-18 for Riverwalk Homes (Evergreen Terrace) capital improvements which will utilize monies collect from rent payments.

A lengthy discussion was held regarding the condition and need for repair of the sidewalk and asphalt parking lot at 723 Taylor Street. As a result of the discussion between the Council, staff, and petitioner, the Council concluded an amendment to Council Memo #229-18 was in order. The amendment requires the City's engineering department evaluate the sidewalk and parking lot to determine the necessary repairs.

Motion to adopt Council Memo #229-18: Ordinance Approving a Variation of Use to Allow Continuation of a Carry-Out Restaurant, a B-1 Use in an R-4 Zoning District, Located at 723 Taylor Street with an amendment requiring the City's engineering department evaluate the sidewalk and parking lot to determine the necessary repairs was made by Councilman Michael F. Councilman Dickinson congratulated District 86 on their 3rd Annual Autism Awareness Walk.

Councilman Mudron mentioned the closing of the downtown JJC restaurant for the summer.

Councilwoman Quillman thanked all the volunteers for their work on the prison clean-up project. She also thanked the Fire Department for their high angle rescue of two dogs at the Chicago Street Quarry.

Mayor Pro-Tem Hug highlighted an event in Plainfield attended by Darrell Scott the father Rachel Scott one of the victims of the Columbine High School tragedy.
