A. Proclamation Designating the Week of April 2-6, 2018 as National Community Development Week

Proclamation - National Community Development Week

Councilman Hug read a Proclamation issued by Mayor O'Dekirk proclaiming April 2-6, 2018 as National Community Development Week.

Kendall Jackson, Director of Community Development, accepted and thanked the Mayor and Council for their recognition and gave a brief presentation regarding the City's Community Development Block Grants (CDBG).

Motion to approve the Agenda with the following changes: 1) For Council Memo #187- 18: Ordinance Approving the Reclassification from I-1 Zoning to B-3 Zoning (Z-5-18) and an Ordinance Approving a Special Use Permit to Allow an Auto Customization, Auto Accessory Installation, and Used Car Sales Business, 2409 W. Jefferson Street vote on the Reclassification and Special Use separately and 2) Replace Council Memo #199-18: Request Authorization to Purchase Flooring for the Interior Spaces at the Joliet Route 66 Stadium with Performance Floors Corp. with the revised memo placed on the dais was made by Councilwoman Jan Hallums Quillman.

Andrew Tordai, Jr. spoke regarding Council Memo #188-18.

Matt Robbins, Jackson Township Trustee, spoke in opposition of Council Memo #186-18.

Paul Buss, Jackson Township Highway Commissioner, spoke in opposition of Council Memo #186-18.

V. Council Committee Reports:

A. Public Service

Councilman Hug stated the Public Service Committee met this evening at 4:00 p.m. to discuss Award of Contracts and Change Orders.

B. Stadium

Councilman Mudron stated the Stadium Committee met yesterday to discuss Council Memo #199-18: Request Authorization to Purchase Flooring for the Interior Spaces at the Joliet Route 66 Stadium with Performance Floors Corp. and the purpose statement for the Stadium Committee. He stated the Slammers gave a brief presentation. He stated the Stadium Committee will met again in the near future to review a longer term lease between the City and the Slammers.

The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, March 19, 2018 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, March 20, 2018 at 6:30 p.m. stand approved as recorded.

B. Council Memo #173-18: Regular Payroll for January 19 – February 1, The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period January 19, 2018 through February 1, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

C. Council Memo #174-18: Regular Payroll for February 2 – February 15, 2018 –$3,572,863.22

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period February 2, 2018 through February 15, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

Motion to concur in the recommendations of the City Manager was made by Councilman Michael F. Turk.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

Patty Nugent thanked the City and Vulcan for working with them on the second amendment to the annexation agreement.

No other public comments were made; therefore, the City Clerk closed the Public Hearing.

Councilwoman Quillman asked attorney Mike Hansen to hold a meeting with CenterPoint and the residents in the area.

Mayor O'Dekirk briefly discussed the indictment of a police office and his work status.

XIII. Public Comments:

Tom Boucher thanked the Mayor and Council for their work on Council Memo #187-18.

Robert Hernandez spoke regarding the flashing lights on businesses throughout the City. He also spoke in favor of the renovations being completed at the Collins Street prison.

Matt Robbins discussed repairs needed on Bush Road.

Mayor O'Dekirk addressed the concerns of the Jackson Township officials.

Councilman Gerl briefly discussed the condition of Bush Road.

Councilman Hug discussed the need for officials to work together.

XIV. Mayor And Council Comments:

Councilman Dickinson highlighted the upcoming Easter Seals telethon.

Councilman Hug highlighted the opening of a new Korean Barbeque Restaurant and the growth and new businesses coming into the City.

Councilman Morris discussed Fire Department training exercises at properties deemed by the City as public nuisances.

Councilwoman Quillman addressed the distress over decisions regarding progress and new development.

Mayor O'Dekirk highlighted the Never too Late to Mend prison presentation and the Collins Street Organization, Steve Jones gave a brief overview of the three different phases of the prison project. He stated there is a PowerPoint located on the Joliet Area Historical Museum website that gives more information on the history of the prison. Mayor O'Dekirk thanked St. John's Lutheran Church for their mobile food pantry. He also thanked everyone for their well wishes for his wife and family.
