Village of Lemont Board met Nov. 13.

Here is the minutes provided by the Board:

I. PLEDGE OF ALLEGIANCE

II. ROLL CALL: Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty, present. Maher absent.

III. CONSENT AGENDA

Motion by Blatzer, seconded by McClafferty, to approve the following items on the consent agenda by omnibus vote:

A. Approval of Minutes

1. October 16, 2017 Committee of the Whole Meeting Minutes

2. October 23, 2017 Village Board Meeting Minutes

B. Approval of Disbursements

C. Resolution R-57-17 Authorizing Acceptance of a Permanent Utility Easement for Sanitary Sewer in Derby Pines Subdivision and in Ruffled Feathers Subdivision.

D. Resolution R-58-17 Approving a Temporary Construction Easement Agreement for 1017 McCarthy Road.

Roll call: Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty; 5 ayes. Maher absent. Motion passed.

IV. MAYOR’S REPORT

A. Truth in Taxation Public Hearing for the 2017 Proposed Property Tax Levy. Motion to open Public Hearing made by Sniegowski, seconded by Stapleton at 7:05 p.m. VV 5 ayes. Motion passed. Maher absent.

Public Comment - None

Motion to close Public Hearing made by McClafferty, seconded by Blatzer at 7:08 p.m. VV 5 ayes. Motion passed. Maher absent.

B. The Mayor mentioned some of the upcoming Holiday events taking place throughout the season.

V. Clerk’s Report

A. Correspondence

1. Clerk Smollen represented the Village at the ribbon cutting ceremony at the grand re-opening of Jewel.

2. Clerk Smollen attended the VFW’s Veteran Day ceremony along with Trustee Maher and McClafferty on November 11.

B. Ordinances

1. Ordinance O-62-17 Annexing to the Village of Lemont Approximately 2.29 Acres Located at 15976 132nd Street in Lemont, IL (15976 132nd Street). Motion by Stapleton, seconded by McClafferty, to adopt said ordinance. Roll Call: Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty; 5 ayes. Motion passed. Maher absent.

2. Ordinance O-63-17 Amending the Zoning Map of the Village of Lemont From R-1 Single-Family Detached Residential District to R-4 Single Family Detached Residential District at 15976 132nd Street in Lemont, IL (15976 132nd Street). Motion by Kwasneski, seconded by Blatzer, to adopt said ordinance. Roll Call: Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty; 5 ayes. Motion passed. Maher absent.

3. Ordinance O-64-17 Amending Lemont Municipal Code Chapter 5.04: Liquor Licenses (Decreasing Class C-1 and Issuing Class A-1 Liquor License). Motion by McClafferty, seconded by Sniegowski, to adopt said ordinance. Roll call: Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty; 5 ayes. Motion passed. Maher absent.

C. Resolutions

1. Resolution R-59-17 Authorizing the Liquor Control Commissioner to Rebate Certain License Fees. Motion by Blatzer, seconded by Kwasneski, to adopt said resolution. Roll Call: Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty; 5 ayes. Motion passed. Maher absent.

2. Resolution R-60-17 Authorizing and Supporting an Application to the Illinois Transportation Enhancement Program (ITEP) Grant for Improvements in Relation to the Centennial Trail and I&M Trail in the Village of Lemont. Motion by Blatzer, seconded by McClafferty, to adopt said resolution. Sniegowski, Stapleton, Blatzer, Kwasneski, McClafferty; 5 ayes. Motion passed. Maher absent.

3. Resolution R-61-17 Approving a License Agreement for a Portion of the Village Owned Canal Reserve Strip. Motion by Blatzer, seconded by Kwasneski, to adopt said resolution. Sniegowski, Stapleton, Blatzer, Kwasneski, Maher, McClafferty; 6 ayes. Motion passed. (Maher arrived.)

VII. Village Administrator Report

A. Provided an update on the Lemont Trails Adventure Park in the quarry area. This private group purchased property within the quarry area to construct an outdoor recreation park.

B. Provided an economic development update on several projects and developments in town, including the bowling alley, a potential fresh market where Chipain’s was, a breakfast place where Pancake Café was, an expansion to Timberline Knolls, convenience store where the old Amy’s was, Wooden Paddle, Higher Ground Coffee, and a potential housing development where Peterson’s Hardware is. A Front Street Loft space has been sold for commercial use.

C. The Village Newsletter is now available on line and will be mailed out soon.

A. Police – The Wednesday before Thanksgiving is always busier on the roads, so use

caution when traveling and be careful.
