II. Cases:

A. 2016-003: Annexation, Rezoning, Amendment to Special Use Permit for a religious house of worship & Final Development Plan for Ganesha Gayathri (GG) Temple

Memo dated 5/2/2017 to request that this topic be tabled until 6/13/2017

Motion to table Case 2016-003 until the 6/13/2017 meeting, was made by Commissioner Jim Bilotta.

Motion seconded by Commissioner Scott Likins.

B. 2017-002: Special Use Permit for a Unique Use for Contractor’s Shop with Outdoor Storage

Review of Staff Report on the property at 103 Frances Street, and the request for Special Use Permit by Gallas Construction (Joe Gallas).

Motion to Approve the Special Use Permit of Unique Use, with modifications. Modifications to specific conditions for fencing, landscaping, building repairs, improvements, parking, noise limits, signage, and lighting, as identified in the Staff Report, was made by Commissioner Jim Bilotta. The Permit and Staff Report will be presented to the Committee of the Whole on 6/7/2017.

Motion seconded by Commissioner Dave Oxley.

III. Citizens to be Heard

A. Mark Porys, 112 Frances, Lockport, requested that the Commission enforce specific requirements on the property in Case 2017-002. Requested noise restrictions before 7 am and after 7:30 pm. Requested review and action to prevent any change in grading.

B. Tami Olson, 110 Frances, Lockport, supported the special use option on the property in Case 2017-002, stating that the current property is an eye sore. Citizen also requested that the street and property retain street configuration, and allow neighbors two ways in-and-out of the neighborhood.

C. Joe Gallas, 1011 Gregory, Lockport, answered questions from the Commission, and the Citizens. He stated that the property will be for storage purposes, his equipment is under the City’s weight limit, and he will fix the flooding. Joe Gallas indicated that he is in agreement with the Staff Recommendations, and he will honor and respect the neighbors.
