Will County Republican Caucus Committee reviews resolutions

The Will County Republican Caucus Committee met Feb. 16 to review resolutions.

1. Discussion of County Board Agenda

Mr. Maher reviewed the Proclamations.

Land Use & Development Committee:

Mr. Weigel reviewed the Resolution.

Finance Committee:

Mr. Fricilone reviewed the Resolutions. A portion of the Waste Management

money we are receiving today will be moved into the Building Will fund to pay on

the bonds.

Public Works & Transportation Committee:

Mr. Gould reviewed the Resolutions.

Mr. Bennefield arrived at this juncture.

Transportation Director Gould explained the work being done at the intersection

of 95th Street and Naperville-Plainfield Road. This is a complete reconstruction of

the intersection and we expect construction to begin soon.

Mr. Maher asked how long the construction will take place at the intersection.

Transportation Director Gould responded it should be done in one season.

Mr. Maher asked for an update on the outstanding issues with the Village of

Bolingbrook.

Mrs. Tatroe replied the question we had was whether we could alter the federal

grant to allow for the jurisdictional transfer that would allow the stop signs. The

information was sent to Ms. Ann Schneider two weeks ago and I have not received

a response.

Discussion regarding the lack of communication from Ms. Schneider took place.

Mr. Moustis clarified Ms. Schneider was to contact the State's Attorney's Office,

not the County Executive. She works for the County Board.

Judicial Committee:

Mr. Bennefield stated we are working with the Chief Judge on the stepping up

initiatives. I have been reviewing the NACo responses from the executive orders

regarding the public safety of the interior of the U.S. and how that might impact

our Sheriff's Department.

Mr. Tuminello arrived at this juncture.

Public Health & Safety Committee:

Mrs. Dollinger reviewed the Resolutions.

Legislative & Policy Committee:

Mrs. Hart reviewed the Resolutions.

Mr. Moustis stated we have our legislative priorities; but we follow a lot of other

legislation. Mrs. Hart does monitor everything that could affect Will County. There

are some bills being floated in the session; some directed at the executive form of

County government. There are a number of possible changes to legislation that

could potentially have a negative impact on how County government functions.

Capital Improvements Committee: No discussion.

Executive Committee:

Mr. Moustis stated the first Resolution deals with amending the County Board

Rules to allow creation of a procedure for requesting State's Attorney's opinions.

There is a difference between an opinion and clarification. Clarifications can be

asked during a meeting and most time an answer can be given on the spot. All

requests for a written opinion from the State's Attorney will come through the

Executive Committee and County Board Office. Committee Chairs should make the

request to the Office to have their request placed on the Executive Committee

agenda.

Mr. Moustis continued with a review of the Resolutions.

Mrs. Hart and Mr. Bennefield reviewed the Illinois Association of Counties and

Nationwide scholarship program and requirements.

Mr. Weigel asked if the State's Attorney had prepared a written opinion for the

parking of commercial vehicles.

Mr. Moustis stated we made an official request on the home occupation, which

seems to be wide open and the parking of commercial vehicles.

Mrs. Tatroe replied it is on the March Executive Committee agenda.

Mr. Bennefield stated I am sure you have heard about the national FBI and ICE

raids on undocumented immigrants with criminal records. I spoke with the Sheriff

this week and asked if there was any activity in Will County. He is not aware of any

activity here. I read another article that stated 48 individuals were identified and

arrested in the suburbs; one person was from Plainfield and another from

Bolingbrook.
