Joliet Public Safety Committee approves purchase of police in-car video system

Joliet Public Safety Committee met Tuesday, June 7.

PUBLIC SAFETY COMMITTEE MEETING of the Council of the City of Joliet, Illinois was held on Tuesday, June 7, 2016 at 6:00 P.M. in the Planning Conference Room, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

1. ROLL CALL PRESENT: Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland. ABSENT: None. ALSO PRESENT: Ken Mihelich - Director Administrative Services, Brian Benton - Police Chief, Brian Dupuis - Deputy Police Chief, Joe Formhals - Fire Chief. 

2. APPROVAL OF MINUTES Motion to approve the minutes of the April 18, 2016 Public Safety Meeting was made by Councilman Larry E. Hug. Motion seconded by Councilman Jim McFarland. Motion carried by the following vote: AYES: Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland. NAYS: None. 

3. AUTHORIZE THE PURCHASE OF POLICE IN-CAR VIDEO SYSTEM AND IT INFRASTRUCTURE COUNCIL MEMO #272-16 Police Chief Brian Benton stated Deputy Chief Dupuis was present to explain the purchase of the in-car video system. 

Deputy Police Chief Brian Dupuis explained the Request for Proposal (RFP) to purchase 33 in-car video systems. He also explained the key features of the in-car system and supporting equipment from WatchGuard Video, LLC, the IT infrastructure equipment and professional services from Sentinel Technologies Inc., and IT infrastructure equipment from OSI Hardware. Motion to recommend THE PURCHASE OF POLICE IN-CAR VIDEO SYSTEM AND IT INFRASTRUCTURE to the full Council was made by Councilman Larry E. Hug. Motion seconded by Councilman Jim McFarland. Motion carried by the following vote: AYES: Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland. NAYS: None. 

4. 2016 STANARD PROFESSIONAL SERVICES APPROVAL - POLICE ENTRY LEVEL TEST - FIRE-POLICE PROMOTIONS COUNCIL MEMO #273-16 Ken Mihelich, Director of Administrative Services, discussed the Professional Services approval of Stanard for the Police Entry Level Test and the Fire and Police promotions. He stated the cost of the professional services agreement with Stanard is $143,000. Motion to recommend THE 2016 STANARD PROFESSIONAL SERVICES APPROVAL - POLICE ENTRY LEVEL TEST - FIRE-POLICE PROMOTIONS to full Council was made by Councilman Jim McFarland. Motion seconded by Councilman Larry E. Hug. Motion carried by the following vote: AYES: Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland. NAYS: None. 

5. NEW or OLD BUSINESS, not for final action or recommendation A brief discussion was held regarding the study analysis of the police and fire departments. 

Councilman Hug discussed the new dog ordinance and the possibility of a parttime position to work with the City.

7. ADJOURNMENT Motion to adjourn was made by Councilman Jim McFarland. Motion seconded by Councilman Larry E. Hug. Motion carried by the following vote: AYES: Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland. NAYS: None.
