La Ha seeks increased funding for disability pay transition programs

State Representative Nicole La Ha is continuing efforts to improve “Dignity in Pay” programs for disabled individuals employed in community workshops and other 14c certificate programs.

“Individuals with disabilities want to be fully integrated stakeholders in our economy, and our local communities certainly benefit when everyone is involved in our community,” said Representative Nicole La Ha. She added, “It is incredibly important that the State of Illinois keep its promise made to individuals living with disabilities and fully fund Dignity in Pay Grants to providers.”

In 2024, legislation eliminated 14c certificates and mandated that individuals with intellectual disabilities be paid at least minimum wage. The state allocated $2 million to help Community Day Service (CDS) providers transition about 3,500 people with developmental disabilities out of 14c employment. That funding has been depleted, leaving 80% of CDS providers without financial support.

To address this gap, Rep. La Ha has co-sponsored House Bill 4179, which would allocate $10 million to the Department of Human Services for grants under the 14c transition program. These grants are intended to help agencies move away from subminimum wage while keeping CDS providers operating and workers employed.

Rep. La Ha also introduced House Bill 2847, which proposes income tax credits for employers who hire people with severe mental illness or developmental disability. The credit would equal 25% of wages paid per qualified employee, up to $6,000 per year. This measure aims to encourage more community employment opportunities for individuals with severe disabilities.

La Ha was elected as a Republican representative for Illinois’ 82nd House District in 2023, succeeding John Egofske.
