City of Wilmington Planning & Zoning Commission met Feb. 5.

Call to Order
The February 5, 2026, meeting of the Wilmington Planning & Zoning Commission was called to order at 5:00 p.m. by Chairperson Shell.

Upon Roll Call by the Clerk, the following members answered “Here” or “Present”:

Quorum
A sufficient number of members of the corporate authorities were in attendance to constitute a quorum, so the meeting was declared in order.

Approve the Previous Meeting Minutes
Commissioner Clennon made a motion, and Commissioner Longest seconded to approve the January 8, 2026, meeting minutes with the necessary corrections and have them placed on file
Upon roll call, the vote was:
AYES: 6 Clennon, Longest, Francis, Kempes, Skoryi, Shell
NAYS: 0
ABSENT: 1 Smith
Motion passed.
Public Hearing to receive and consider testimony and public comment on the request of the petitioner, Ampler Development LLC at 2400 N. Broadway St., Pittsburg KS 66762, for a final plat, final site plan, and conditional use under section 150.62(C)(1) for a restaurant with a drive-through for property located southwest of Kahler Road and Water Street Wilmington, IL
Commissioner Shell introduces the petitioners’ request, Ampler Development LLC, for a site plan and conditional use for a drive-through to construct a new Taco Bell facility.
Commissioner Kempes made a motion and Commissioner Francis seconded to open the public hearing at 5:05 PM

Deputy Clerk Ziller confirmed that the notice was properly given and published.
City Administrator Smith summarized her staff report on the proposed 2,240 sq. ft. quick serve restaurant to the Commission.
The Deputy City Clerk administered the oath to Mario Valentini, Joseph Mayer, and Jason Blumenfeld.
Mario Valentini, an architect representing Ampler Development, explained that they are requesting a plat of subdivision for a Taco Bell on the property, along with a site plan and a conditional use permit for a drive-through for vehicular traffic. The layout of the site is well-suited for this purpose, and the location is ideal. The drive through operation and stacking of vehicles are effective for this site. Additionally, the flow for deliveries and trash pickup is efficient and works smoothly.
A new sidewalk is being added along Water Street, along with all necessary ADA compliance measures to ensure proper functionality. The building design will be a standard Taco Bell model that is rolled out nationwide. The exterior will feature Hardy board (cement board siding), pre-finished metal panels, and masonry at the base.
Joseph Mayer of Kimley-Horn provided the Commission with landscape plans that show landscape materials, foundation plantings, and shrubbery, and includes screening around the transformers.
The Commissioners discussed safety and the need for pedestrian crossing improvements, including a new sidewalk, ADA ramp, and pavement markings on the south approach of RT 102 at Kahler Road.
Commissioner Longest made a motion and Commissioner Clennon seconded to close the public hearing at 5:38 PM

Commissioner Francis made a motion and Commissioner Kempes seconded to recommend City Council approve the petitioner’s subdivision plat, final site plan, and conditional use for a drive-thru, subject to the following conditions: pedestrian crossing improvements and compliance with standards

AYES: 5 Francis, Kempes, Longest, Clennon, Skoryi
NAYS: 0
ABSTAIN: 1 Shell
ABSENT: 1 Smith

Concept Review – Construction of a Duplex at 802 N Kankakee St
Tom Kurth presents his project to construct a duplex at 802 N Kankakee Street, including the need for a variance for an existing garage.
2026 Zoning Map
The Commission noted the following changes on the 2026 Zoning Map:
1. Added PIN 03-17-35-103-010-0000 (ord. number 25-06-17-02 – 32295 ROUTE 53 – Redwitz, Nate) to Wilmington city limits with a zoning classification of B-3. This one is tough to see on the map as it’s very small
2. Changed Graaskamp Blvd. to Leon Papu Road and adjusted the street alignment to align with the County’s
3. Changed PIN 03-17-35-202-003-0000 (ord. Number 25-12-16-02, Oil Changers) to zoning classification B-3
4. Added PINs 03-17-35-300-020-0000 and 03-17-35-400-003-0000 (ord. numbers 25-07-15-04/05 – Fleishman Cypress Creek & IL Wilmington Solar projects) to Wilmington city limits with a zoning classification of A1
Other Pertinent Information
City Administrator Smith mentioned that the city attorney is reviewing and making zoning amendments.
Adjournment
A motion to adjourn the meeting was made by Commissioner Kempes and seconded by Commissioner Skoryi. Upon voice vote, the motion was carried. The Wilmington Planning & Zoning meeting held on February 5, 2026 adjourned at 6:08 p.m.
