City of Wilmington Committee of the Whole met Feb. 24.

Call to Order
The Committee of the Whole meeting on February 24, 2026, was called to order at 6:00 p.m. by Mayor Dietz in the Council Chamber of Wilmington City Hall.
Roll Call
Upon Roll Call the following members of the corporate authorities answered “Here” or “Present”: Kirwin, Orr, Vice, Conforti, Mietzner, and Smith. Alderperson Knight and Alderperson Holmes were absent.
Quorum
There were sufficient members of the corporate authorities in attendance to constitute a quorum, so the meeting was declared in order.
Other Officials in Attendance
Also, in attendance were Finance Director Nancy Gross and Public Works Director James Gretencord
Public Comment
No public comments were made.
Discussion and provide staff direction regarding the proposed FY27 Motor Fuel Tax Road Program The Committee discussed which roads to repave in FY27. They then instructed the staff on how to proceed with the FY27 road repaving program.
Alderperson Orr made a motion and Alderperson Smith seconded to approve the Fiscal Year 2027 Motor Fuel Tax Program and place on the March 3, 2026 City Council consent agenda. All yes, motion passed.
Adjournment
The motion to adjourn the meeting was made by Alderperson Mietzner and seconded by Alderperson Orr. Upon the voice vote, the motion carried. The special Committee of the Whole Meeting held on February 24, 2026 adjourned at 6:18 p.m.
