City of Wilmington City Council met Feb. 3.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Dennis Vice, Ryan Knight, Rachel Conforti, Jonathan Mietzner, and Thomas Smith. Alderpersons Orr and Holmes were absent.

The number present constitutes a quorum.

Also present: Attorney Bryan Wellner, City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Police Chief Adam Zink and Deputy City Clerk Joie Ziller

CITIZENS COMMENT

No public comments were made.

MAYOR’S REPORT

Mayor Dietz announces that the City was awarded a grant for RT 66.

CONSENT AGENDA

A. Approve the Regular Meeting Minutes from January 20, 2026

B. Approve the Accounts Payable Report

Alderperson Kirwin made a motion, and Alderperson Knight seconded to approve the Consent Agenda for the February 3, 2026, City Council meeting

Upon roll call, the vote was:

AYES: 6 Kirwin, Knight, Mietzner, Conforti, Vice, Smith

NAYS: 0

ABSENT: 2 Orr, Holmes

The motion carried.

ORDER OF BUSINESS

Alderperson Knight made a motion, and Alderperson Vice seconded to approve R.L. Lyon, Inc., Estimate No. 7131 for $9,971 for HVAC Improvement at the Public Works Department

Upon roll call, the vote was:

AYES: 6 Knight, Vice, Kirwin, Mietzner, Conforti, Smith

NAYS: 0

ABSENT: 2 Orr, Holmes

The motion carried.

Alderperson Mietzner made a motion, and Alderperson Conforti seconded to approve the McDaniels Marketing Invoice No. 13816 for $14,000

Upon roll call, the vote was:

AYES: 6 Mietzner, Conforti, Knight, Vice, Kirwin, Smith

NAYS: 0

ABSENT: 2 Orr, Holmes

The motion carried.

City Attorney – Bryan Wellner – No Report

City Administrator – Jeannine Smith – McDaniels Marketing is finishing up with phase two of the four-phase project.

Finance Director – Nancy Gross – No Report

Public Works Director – James Gretencord – the bid opening for generators was today, and will be presented at the February 10th Committee of the Whole meeting.

Chief of Police – Adam Zink – the department has chosen a new canine named Vox, a 15-month-old pointer.
