CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on October 10, 2023, in Bolingbrook, Illinois, by Deputy Mayor Michael T. Lawler.

PLEDGE OF ALLEGIANCE:

Deputy Mayor Lawler requested Tita Balcita, to lead the Pledge of Allegiance.

Present were: Deputy Mayor/Trustee Michael T. Lawler, Trustees Michael J. Carpanzano, Jose Quintero, Jean M. Kelly and Maria A. Zarate

Absent: Mayor Mary S. Alexander-Basta, Trustee Troy J. Doris

Also present were:

Village Clerk, Martha M. JOURNAL OF PROCEEDINGS:

Motion Carpanzano, second Zarate to approve the minutes of the regular meeting of September 26, 2023, as submitted by the Village Clerk.

APPROVAL OF AGENDA/ADDITIONS:

Village Attorney Zarzour indicated that there change to the Agenda, adding E.1. (b) Presentation, Operation Christmas, Lee Bush Jr.

Motion Zarate, second Kelly to approve the Agenda as revised.

1. Fire Prevention Week - October 8th through October 14th, 2023. Fire Marshall Brian Gaston accepting. He also mentioned the Open House at Fire Station #4 on Saturday, October 10th

2. Filipino American History Month October 2023. Romy Balcita and members of the Filipino community accepting. Mr. Balcita mentioned an event celebrating Filipino. history and culture to be held at Fountaindale Public Library on Sunday, Oct. 22nd.

3. Cybersecurity Awareness Month - October 2023. CIO James Farrell accepting.

PRESENTATIONS:

Operation Christmas, Lee Bush Jr., promoting the organization's 50th anniversary, 8th annual fundraiser on November 4th, and toy drive on November 25th.

MOTION TO ACCEPT THE ANNUAL AUDIT CONDUCTED BY FORVIS LLP FOR FISCAL YEAR 2021-2022, ENDING APRIL 30, 2022:

Motion Zarate second Carpanzano to accept a motion to accept the Annual Audit Conducted by Forvis LLP for fiscal year 2021-2022, ending April 30, 2022:

This is a Motion to accept the Annual Audit for FY 2021/2022, ending April 30, 2022, audited by Forvis LLP. Total assets of the Village are $638.548,531.00. The Village's General Corporate Fund balance was $121,497,899.00. This General Corporate Fund balance includes money reserved for a "rainy day fund", future capital projects, future debt payments, and future pension obligations. The Finance Committee has reviewed and recommends acceptance

REPLACEMENT AT TREATMENT PLANT #1:

Motion Quintero, second Kelly to adopt a resolution approving proposal from Premistar, for Roof Top HVAC Unit replacement at treatment plant #1:

This is to approve replacement of roof top HVAC unit. The current unit is 37 years old and efficiency has declined. Three vendors solicited for quotes, PremiStar lowest quote. Total cost is $22,484.00 - $9,016.00 under budgeted amount. Reviewed and approved by Public Services Committee.

Motion Carpanzano, second Kelly to adopt a resolution approving proposal from AAA Comfort Heating and Air for HVAC Unit and Furnace replacement at Clow International Airport:

This is for the replacement for main building, including office, flight school, and Charlies Restaurant. Units are over 23 years old and efficiency has declined. Cost is $38,618.00. Reviewed and approved by Public Services Committee

Motion Carpanzano, second Quintero to adopt a resolution approving purchase of Clarifloc C-6267 and Clarifloc C-86 from Polydyne Inc., as a sole vendor:

This is to approve purchase of chemicals to help separate water from sludge solids during sludge thickening and pressing operations. It is provided in 450 lb. drums at $1.65 lb. Total cost of $55,000.00-2023-2024 fiscal year open purchase order. The company is sole vendor. Reviewed and approved by Public Services Committee

This is to approve cost of additional work on the sidewalk project. It is part of the 2023-2024 Motor Fuel Tax (MFT) Sidewalk program. The total amount $24,323.50. Reviewed and approved by Public Services Committee

This is to approve increased cost of Audit due to Scope of work being expanded implement new standards as shown in Ordinance attachment. Additional cost is $67,650.00. Reviewed and approved by Finance Committee

Motion Kelly, second Carpanzano to pass an ordinance amending Chapter 4 "Administrative Procedure" of the Bolingbrook Village Code:

This was a rewrite of Chapter 4. Changes are clearly identified by striking out any old language and highlighting new language. Reviewed by all relevant personnel and officials.

QUESTIONS FROM THE AUDIENCE/PRESS:

Resident Drake Cote spoke about an existing law that allows employers to pay those with disabilities less than minimum wage, to bring it to the attention of the board in hopes that they might enact a local law to change that.

COMMENTS AND REPORTS:

TRUSTEE ZARATE:

Reminded residents of the Citizens Against Abuse event on Thursday, October 12th at the Levy Center.

TRUSTEE CARPANZANO:

Commended the Faith & Blue event at Compass Church the previous Sunday as a very effective way to engage with the community, giving special kudos to the pastor of the church and Police Chief Rompa.

Announced a free Dental & Vision Screening Clinic at Bolingbrook High School on October 22nd

Mentioned the Costume Pet Parade at the Promenade on Sunday, October 22nd

TRUSTEE KELLY:

Mentioned the Haunted Hangar event at Clow International Airport on Saturday, October 21st

TRUSTEE QUINTERO:

Commented on the success of the Cheesy Pretzel 5k/1mi walk event at the Promenade the previous weekend.

Announced the Village's Halloween Walk behind Village hall, beginning on October 14th and continuing through Halloween, with contributions by numerous local organizations as well as departments within the Village.

TRUSTEE LAWLER:

Mentioned that the band "Don't Matter to Me" who had been rained out during the summer concert series is scheduled to perform at the Harvest on the Hill fest on October 14th. Administrator Teppel mentioned that due to weather, the Harvest on the Hill event may be cancelled due to weather, and that an announcement would be made the following day by 5:00 p.m. as to whether the event will go forward or not. Announced Campfire Illinois will be hosting an OctoberFest on Saturday, October 21st at the James Boan Park.
