Village of Channahon Board of Trustees met Sept. 18.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:47 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Host, Greco, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney Jim Murphy and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Trustee Perinar made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Reminder - Potato Festival, Saturday, September 23, 2023 starting at 3 p.m.

VP Moorman Schumacher stated we will have the usual games, fun family things and food trucks with potato dishes. The Blast from the Past band is starting at 5:30 p.m. Bring your lawn chairs and coolers and come on out. Last week we met with Wight & Co. regarding the I&M Canal Gateway project. They brought us some preliminary plans to take a look at so we are working through that. On Thursday she, along with Trustee Greco and Administrator Durkin attended the Pioneer Path schools 100th Birthday Celebration. Dolezal and Trustee Host attended the water meeting. The annual IML conference is at the end of this week. On September 25th we will be touring the Shorewood and New Lenox public works facilities. On Tuesday September 26th, she has been invited to a Will County Alternative Fuels readiness meeting. She stated on Wednesday of that week, she and Casey have Tri-River in the morning and Penske's grand opening is in the afternoon.

She had a resident reach out to her already regarding the Halloween hours and moving it to the weekend prior to the 31st. She reminded the board that Halloween is not a village sponsored event. If people in a subdivision want to get together and have trick or treating on the weekend, they can do that. We have historically set trick or treating hours, 4 p.m. to 7p.m., on Halloween. She wanted to make sure the Board was on the same page with continuing this practice.

Trustee Scaggs stated that Halloween is Halloween.

Board direction was to continue with setting hours of 4 p.m. to 7 p.m. on Halloween.

B. VILLAGE ADMINISTRATOR

Consider Approval – A Resolution with Respect to a Proposed Extension of the Term of Tax Increment Finance District, Amending a Redevelopment Plan and Project, Establishing the Dates for a Public Hearing and Joint Review Board Concerning the Redevelopment of Certain Property and Other Matters in the Village of Channahon (NiGas TIF)

Trustee Perinar made a motion to approve the A Resolution with Respect to a Proposed Extension of the Term of Tax Increment Finance District, Amending a Redevelopment Plan and Project, Establishing the Dates for a Public Hearing and Joint Review Board Concerning the Redevelopment of Certain Property and Other Matters in the Village of Channahon (NiGas TIF). Seconded by Trustee Slocum,

Discussion - Statistical Monthly Report – August 2023

Durkin stated that the monthly report was attached if there were any questions. He also stated that he is working on the RFP responses evaluation for the first major project for the Grand Prairie Water Commission. Interviews with the two responders will be next week.

C. COMMUNITY DEVELOPMENT & INFORMATION

Consider Approval – Site Plan Amendment for Utility Concrete North Expansion

Trustee Scaggs made a motion to approve the Site Plan Amendment for Utility Concrete North Expansion subject to staff approval of final engineering and landscape plan. Seconded by Trustee Greco.

Discussion - Statistical Monthly Report – August 2023

Petrick stated that the monthly report is attached if there were any questions.

He stated that our website has been re-skinned. It is not a full back end design. The buttons are more prominent at the top, it is quicker and easier for people to find things in the menu and we have added some rotating banners for our coming events. Now that we are through the appearance phase, we can start making some changes on the back end to add some additional items. The website is also very responsive on your phone. He also stated that it looks different on your phone, because in modern times you need a design for the phone, not for the computer.

VP Moorman Schumacher stated that she has a question for the Board. She stated that we used to put a quarterly newsletter that we mailed out and we stopped doing that due to postage expense. She feels like the electronic version doesn't reach people. She further stated that the Park District and the Library District always send out their mailers and it is more in front of people and is noticed better. She suggested re-issuing this a minimum of two times a year.

Trustee Scaggs suggested annually.

Trustee Greco asked when we stopped mailing out newsletters.

Petrick stated that we stopped then we redesigned the website, around 2007.

VP Moorman Schumacher stated that the last hard copies that we mailed, were when she was Village Clerk, so somewhere around 2008-2010.

Petrick stated that we justified using the postage to pay for the web design that we were doing at the time.

VP Moorman Schumacher stated that she thinks there is some value in getting that paper copy; especially for seniors who are not going to go seek it out.

Trustee McMillin stated that if we do send it out, can we put return postage on it so they would fill it out and send it back so we could get a feel for how many people actually looked at it.

VP Moorman Schumacher stated that she is thinking if there is a postcard to detach, fill out, provide postage and mail in, it may better to request they drop off or we provide the postage.

Petrick stated that you would be limiting your audience, but you could put a QR code on there for a quick response.

VP Moorman Schumacher stated that there are options.

Trustee McMillin reminded the board that at one time we talked about making magnets for the seniors with phone numbers.

Trustee Perinar stated that could be something sent at the same time.

VP Moorman Schumacher stated that may be a good way to get people to respond, we can put it in the newsletter to come in and get your free magnet.

Petrick stated that next week we will be meeting with the School District and Park District to discuss the land values utilized to calculate impact fees are calculated off of. The values haven't been adjusted since just after the Great Recession. District 17 was looking at doing an appraisal on land, so we can start with that instead of picking a number out of the air.

Trustee Greco asked what value we use now.

Petrick stated that it is $45,000 an acre. He stated that there is a formula used that calculates what the actual impact fees are. We will be working on that because we have not adjusted the impact fees for schools and parks for a very long time.

D. FINANCE DEPARTMENT

Consider Approval – Annual Treasurer's Report for Fiscal Year Ending April 30, 2023

Trustee Greco made a motion to approve the Annual Treasurer's Report for Fiscal Year Ending April 30, 2023. Seconded by Trustee Scaggs.

E. POLICE DEPARTMENT

Consider Approval – Purchase One (1) 2023 Ford Interceptor Utility Vehicle to Replace an Existing Patrol Squad

Trustee Host made a motion to approve the Purchase of One (1) Ford Interceptor Utility Vehicle to Replace an Existing Patrol Squad not to exceed $45,000. Seconded by Trustee Scaggs. ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

Discussion - Statistical Monthly Report - August 2023

Casey stated that the monthly report was attached if there were any questions. The SRO's are in place, running and integrating into the schools. We will be fingerprinting Galloway tomorrow. Stephanie Mutz retired on last week and we have a vacancy in the Police Records Department. We still have our last set of applications and we will be reaching out to the next top candidates identified.

Trustee Slocum asked if anyone else has reached out regarding Blackjack Construction.

Casey stated yes, multiple people.

Trustee Host asked how old are those applications.

Casey stated that they are approximately 9 months old. The job will be posted internally and we have identified a top 10 list based on the previous applications. He does not know of any internal candidates that are interested in that position.

Trustee Scaggs asked if we think the previous applicants will still be looking for a job after 9 months.

Casey stated that is why we want to call and see. If not, then we will start taking applications. We typically we hold applications for a year.

F. PUBLIC WORKS DEPARTMENT

Consider Approval - Release Maintenance Guarantee for Crow Holding

Trustee Perinar made a motion to approve the the Release Maintenance Guarantee for Crow Holding. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

G. VILLAGE ATTORNEY

Village Attorney Jim Murphy stated that he had no report.

COMMITTEE REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Greco stated that Wagonblott is going through applications to for the Accounting Clerk.

Wagonblott stated that staff has three interviews set up for next Tuesday. Applications are still coming in that haven't yet been reviewed, so we may have a few more interviews next week.

Trustee Scott Slocum and Trustee Scott McMillin - Community Development

Trustee Mark Scaggs and Trustee Chantal Host - Public Works and Facility Trustee Host stated that she did get to attend the water meeting with Dolezal and she will tell you from her perspective as a Trustee, that they really do know what they are doing. She stated that it is just really great to hear the plans and she really learned a lot.

Trustee Sam Greco and Trustee Mark Scaggs - Community & Legislative Affairs

Trustee Chantal Host and Trustee Patricia Perinar- Public Safety/Emergency Support Trustee Perinar stated that the Pre-Trial Fairness Act went into effect today. Officer Kurkolis is our new taser instructor and Officer Rodriguez is our new Defensive Tactics instructor.
