Village of Channahon Board of Trustees met Aug. 21.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:45 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Trustee Perinar made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Consider Approval – Village Trustee Committee Assignments

VP Moorman Schumacher stated that we were looking to move some interest around and added a second person to the existing structure. She talked to Attorney Silverman about whether we could do this. This gives you Board Members the ability to confer with one another in terms of the liaison assignments. The proposed assignments are;

Finance/Human Resources - Trustees Greco and Perinar; Community Development - Trustees Slocum and McMillin;

Public Works and Facility - Trustees Scaggs and Host;

Community & Legislative Affairs - Trustees Greco and Scaggs;

Public Safety/Emergency Support -- Trustees Host and Perinar;

Natural Resources and Open Spaces - Trustees McMillin and Slocum.

Trustee Slocum made a motion to approve the Village Trustee Assignments. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

VP Moorman Schumacher stated that Art in the Park event is this Sunday, August 27th from 12 - 3 p.m. here in the Memorial Tree Walk. We do have several artists who have sent their work in already. Yesterday she spent the afternoon building a giant 4x8 easel. Staff is coming up with a Village mural, something outlined, to print on the plotter so we can make it fit on the easel and people can participate while they are enjoying Art in the Park. There are some judges, including herself who gets to give the Mayor's Choice Award, and will also have 1st, 2nd and 3rd place ribbons. If available, please come out on Sunday from 12 -3 p.m. in the Memorial Tree Walk. On September 23rd our Annual Potato Fest will be held in Central Park., We will again have all the potato themed food vendors, games, family fun time and the Blast From The Past band. Congressman Jonathan Jackson came out to visit and met with a few residents on August 17th. We are grateful that he came out here to listen to our concerns. On August 9th the Grundy Chamber hosted a ribbon cutting for Thrive Dance Project. Its a beautiful facility and is much bigger than it looks from the outside. We wish them luck. We met with Lakeshore Recycling who bought Environmental Recycling and will honor our current contract.

Durkin stated that the contract expires on April 30, 2026.

VP Moorman Schumacher also stated that Sydney Thompson, our Marketing and Communications Manager, recently lost her aunt and her grandmother within three days. She asked all in attendance to join her in a moment of silence for Sydney's family.

B. VILLAGE ADMINISTRATOR

Consider Approval – A Resolution Accepting the Donation of 24360 W. Eames Street, Channahon

Trustee Slocum made a motion to approve the A Resolution Accepting the Donation of 24360 W. Eames Street, Channahon. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

Consider Approval – Approval of Contract with FGM Architects Related to Maintenance Package 1 (MP1) Identified in the Village of Channahon Facility Space and Programming Needs Assessment

Trustee Perinar made a motion to approve the Approval of Contract with FGM Architects Related to Maintenance Package 1 (MP1) Identified in the Village of Channahon Facility Space and Programming Needs Assessment not to exceed $119,986. Seconded by Trustee Scaggs.

ROLL CALL AYES: Greco, McMillin, Perinar, Scaggs and Slocum.

D. FINANCE DEPARTMENT

Wagonblott stated that the monthly reports were attached if there were any questions. She also mentioned that in January of 2022, the interest rate at Illinois Funds, the money market account that the Village has a majority of the cash in, was .076%. A year and a half later, in July of 2023, the interest rate is 5.416%.

Trustee Scaggs stated that is what inflation will do.

E. POLICE DEPARTMENT

Casey stated that the monthly report was attached if there were any questions.

F. PUBLIC WORKS DEPARTMENT

Consider Approval – A Resolution Authorizing Acceptance of a Municipal Utility and Drainage Easement, Public Utility and Drainage Easement, Municipal Stormwater Detention Easement, and Recreational Bike Path Easement

Trustee Perinar made a motion to approve the A Resolution Authorizing Acceptance of a Municipal Utility and Drainage Easement, Public Utility and Drainage Easement, Municipal Stormwater Detention Easement. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE

Consider Approval – Amendment 1 to Task Order 22-02 for Well 7 Well House and Pumping Equipment

Trustee Slocum made a motion to approve the Amendment 1 to Task Order 22-02 for Well 7 Well House and Pumping Equipment not to exceed $483,700. Seconded by Trustee Greco.

NAYS: NONE

Dolezal stated that the monthly report was attached if there were any questions.

G. VILLAGE ATTORNEY

Village Attorney David Silverman stated that he had no report.

COMMITTEE REPORTS

Trustee Sam Greco - Finance/Human Resources

Trustee Greco congratulated Wagonblott and her staff once again for always coming through and going above and beyond. When Dr. Henkle was doing his presentation about the school district, he knows that VP Moorman Schumacher, Trustee McMillin and Clerk Hall attended Channahon Schools. He would be remiss not to say that Clerk Hall's Mom, Lori Lyons, was principal there for years. Lori started as a reading aide and worked her way up to principal.

Trustee Patricia Perinar – Community & Legislative Affairs

Trustee Perinar congratulated Wagonblott on a job well done. The Village appreciates all the hard work by the Finance Department staff.

Trustee Chantal Host – Public Safety/Emergency Support - Absent.

Trustee Scott McMillin – Natural Resources and Open Spaces – No Report.

Trustee Mark Scaggs – Public Works and Facility – No Report.

Trustee Scott Slocum - Community Development

Trustee Slocum stated that Ascension St. Joe's is closing their facility in Channahon.

VP Moorman Schumacher stated that Dr. Demask moved here from Minooka.
