Greg Ruddy - Director of Public Works, Allison Swisher - Director of Public Utilities, and Anthony Anczer, Deputy Director Engineering.

APPROVAL OF MINUTES

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve the minutes of the September 19, 2022 Public Service Meeting. The motion carried by the following vote:

CONTRACTS

Award of Contract for the 1801 W Jefferson Street Sidewalk Improvements Project to PT Ferro Construction Co. in the amount of $183,290.31

Greg Ruddy, Public Works Director, discussed the Award of Contract for 1801 W. Jefferson St and answered questions from the Committee concerning the City's sidewalk program.

Award of Contract for the Westside Wastewater Treatment Plant High Mast Lighting Upgrades Project to Elliott Electric Inc. in the amount of $34,420.00

Allison Swisher, Director of Public Utilities, discussed the Contract for the Westside Wastewater Treatment Plant Lighting Upgrades Project.

Award of Contract for the Aux Sable Clarifier / Arbeiter Pump Station Repaint Project to Era-Valdivia Contractors Inc. in the amount of $298,000.00

Allison Swisher discussed the Award of Contract for the Aux Sable Clarifier/ Arbeiter Pump Station Repaint Project, in the amount of $298,000.00, to Era-Valdivia Contractors Inc.

Award of Contract for Acoustic Pipeline Inspection Project to RJN Group Inc. in the amount of $38,750.00

Anthony Anczer, Deputy Director Engineering, discussed the Award of Contract for Acoustic Pipeline Inspection Project, in the amount of $38,750.00, to RJN Group Inc.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend for TMP-4562, TMP-4563, TMP-4564, and TMP-4565 be moved for approval by full Council. The motion carried by the following vote:

CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS

Change Order No. 1 for the 2022 Blended Phosphate Purchase to Hawkins Inc. in the amount of $25,000.00

Allison Swisher discussed Change Order No. 1 for the 2022 Blended Phosphate Purchase, in the amount of $25,000.00, to Hawkins Inc.

Change Order No. 1 for the 2022 Drinking Water Sodium Hypochlorite Chemical Purchase to Hawkins Inc. in the amount of $100,000.00

Allison Swisher discussed Change Order No. 1 for the 2022 Drinking Water Sodium Hypochlorite Chemical Purchase, in the amount of $100,000.00, to Hawkins, Inc.

Change Order No. 1 for the Water Treatment Plant Residuals Disposal Project to Envirite of Illinois in the amount of $156,202.23

Allison Swisher discussed Change Order No. 1 for the Water Treatment Plant Residuals Disposal Project, in the amount of $156,202.23, to Envirite of Illinois. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4568, TMP-4569, and TMP-4570 be moved for approval by the full Council. The motion carried by the following vote:

ORDINANCES AND RESOLUTIONS

Resolution Approving an Intergovernmental Agreement with the Village of Shorewood for water metering and billing

Anthony Anczer discussed the IGA with Village of Shorewood in regards to water metering and billing for locations on the east side of I55.

Ordinance amending the 2022 Annual Budget for the 1801 W Jefferson Street Sidewalk Improvements Project

Greg Ruddy further discussed the amendment of the 2022 Annual Budget for the 1801 W Jefferson Street Sidewalk Improvements Project.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4476 and TMP-4572 be moved for approval by the full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris

VARIOUS

2023 Roadway Reconstruction Program TMP-4573

Greg Ruddy discussed the 2023 Roadway Reconstruction Program and the revisions that have been made so far.

A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4573 be moved for approval by the full Council. The motion carried by the following vote:

Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION

New Vehicle Purchases: Greg Ruddy discussed the future purchase of City vehicles. The City received word that new Ford vehicle orders were cancelled due to the vehicle banks not reopening.

Alternative Water Source Program Update

Allison Swisher gave an updated presentation on the Alternative Water Source Program and answered the Committees questions.

New Vehicle Purchases

Greg Ruddy discussed the future purchase of City Vehicles. The City received word that tnew Ford vehicle orders were cancelled due to the vehicle banks not reopening.
