City of Wilmington Committee of the Whole met Aug. 9.

Here are the minutes provided by the committee:

Call to Order

The Committee of the Whole meeting was called to order at 5:30 p.m. by Mayor Dietz in the Council Chamber of Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Kirwin, Jeffries, Vice, Knight, Allred, Smith, Mietzner Alderman Absent Holmes

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance

Also, in attendance was the City Administrator Jeannine Smith, Chief of Police Joe Mitchell, Public Works Director James Gretencord, ESDA Director Dennis Housman, and Deputy City Clerk Joie Ziller.

Approve Previous Meeting Minutes

Alderman Mietzner made a motion and Alderman Kirwin seconded to approve the July 12, 2022 meeting minutes and have them placed on file. Upon the voice vote, 7 yes, the motion carried.

Public Comment

Public Comment #1 - Sherri Michaels donated $500 to the Cops &Kids Event being held on August 28, 2022.

Public Comment #2 – Bill Weidling thanked the Wilmington Police Department for enforcing the overweight and overlength semi-trucks.

Administrator’s Report

Administrator Smith presented her report to the Committee as presented in the agenda packet.

Building Inspector’s Report

The Building Inspector’s report was provided in the agenda packet. No further discussion was had regarding this report.

Police & ESDA

Co-Chairs Alderman Mietzner & Alderman Allred

Chief of Police Monthly Summary Report

Chief Mitchell briefed the Council on the monthly happenings within the department. This report was included with the meeting agenda packet.

Discussion – Consideration to Create a New Ordinance Related to Reckless Conduct The Committee reviewed the draft ordinance as presented in the packet. Alderman Smith made a motion and Alderman Kirwin seconded to move the ordinance related to reckless conduct to the August 16th Council meeting for full approval. All yes, the motion carried.

Director of ESDA Monthly Summary Report

ESDA Director Housman reviewed the monthly summary report with the Committee. This report was included with the meeting agenda packet.

Ordinance & License Committee

Co-Chairs Alderman Kirwin & Alderman Knight

Discussion – Business License Fees

The Committee reviewed the new fee structure as presented by Mayor Dietz. Mayor Dietz stated that he did meet with Chamber President, Steve Evans to discuss the new business fees being proposed. The proper ordinances will be drafted and this will be revisited at a future Committee of the Whole meeting.

Direction – EV Charging Station Rates

The Committee discussed establishing rates for the EV charging station being installed with the construction of the new downtown parking lot. The consensus was to charge an hourly rate after the first hour of charging for any one vehicle.

Buildings, Grounds, Parks, Health & Safety Committee

Water, Sewer, Streets and Alleys Committee

Director of Public Works Monthly Summary Report

Director Gretencord briefed the Council on the monthly happenings within the department. This report was included in the agenda packet.

Direction – Overnight Parking on Water Street Between Baltimore Street and Van Buren Street

The Committee reviewed the request to remove the parking restriction currently on North Water Street. The consensus of the Committee is to pass an ordinance allowing for parking on North Water Street except on Sunday nights between the hours of 3 AM to 6 AM to allow for street sweeping which takes place on Monday mornings. The proper ordinance will be drafted for passage at the August 16, 2022, City Council meeting.

Wilmington Pavement Condition Map Presentation

Director Gretencord presented the pavement condition map as prepared by Chamlin & Associates. This is a valuable asset to the city going forward when determining capital improvement projects.

Adjournment

The motion to adjourn the meeting was made by Alderman Vice and seconded by Alderman Allred. Upon the voice vote, the motion carried. The Committee of the Whole Meeting adjourned at 6:33 p.m.
