Village of Shorewood Village Board met Aug. 11.

Here is the minutes provided by the board:

Due to the outbreak of Covid 19, the Village of Shorewood is permitting, but discouraging, in person attendance at the Village meetings. Those attending the meeting will be required to comply with social distancing and other requirements. The Village will enforce the Gov.' s executive order prohibiting the gathering of 50 or more people so some may not be permitted to physically attend.

However, attendance will also be allowed by phone or videoconference. The meeting may also be viewed on SCCTV Comcast channel 6 or AT& T U-verse channel 99. The meeting can also be streamed live on the Village website at http://vil.Shorewood.IL.US/govenment/video.aspx.

MAYOR RICHARD CHAPMAN CALLED TO ORDER THE REGULAR MEETING OF THE SHOREWOOD VILLAGE BOARD AT 7:00 P.M.

THE MEETING WAS CONDUCTED BOTH ELECTRONICALLY THROUGH A CONFERENCE CALL WHICH WAS AUTHORIZED BY GOVERNOR PRITZER VIA THE OPEN MEETINGS ACT Per Attorney Dave Silverman AND THE BOARD AND ADMINISTRATOR AT THE VILLAGE HALL.

ROLL CALL 

After the Pledge ofAllegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Stevan Brockman, Daniel Anderson, Barbara Kirkland. Also present, Village Administrator James Culotta, Police Chief Aaron Klima, Economic Development Director Kelley Chrisse, Noriel Noriega Public Works Superintendent and Attorney Dave Silverman. Also present electronically were: Trustee Anthony Luciano, Finance Director Anne Burkholder, Chiefbuilding Official John Komorowski. Trustee DanWarren Absent. The number present constitutes a quorum.

CITIZENS- 

The pubic was invited to listen to the meeting and make comments, or email their comments to the Village Administrator all prior to the meeting.

Deer Run Subdivision residents, Dave McLaughlin and Jerry Emmert came before the Mayor and the Board regarding the noise issue with Shoot Point-Blank. Their concerns, in addition to the noise nuisance, is that the business is taking way too long to resolve the issues. Village administrator, Jim Culotta and John Komorowski have been working with Shoot Point-Blank to address the noise concerns. The business has added insulation to rectify the noise issue, but the residents are asking for more to be done and in a timely matter.

CONSENT AGENDA

1. Approval of the regular meeting minutes on July 14, 2020 

2. Approval of the regular meeting minutes July 28, 2020 

3. Approval of the committee of the whole meeting minutes July 28, 2020

4. Approval of accounts payable in the amount of$ 351, 721. 14 

5. Approval of payment in the amount of$ 15, 800 to Edward J Batis and Associates for consulting and research review appraisal services regarding the ComEd project 

6. Approval of payment in the amount of$65, 626.85 to Superior Road Striping Inc. for striping completed on River Road and Seil Road.

Trustee Anderson made the motion to approve the Consent Agenda as read. Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Anderson, Kirkland, and Brockman. Nays: None. Absent Trustee Warren. Approved. Motion Carried.

REPORTS AND COMMUNICATIONS-

Proclamations, comments etc. Mayor Chapman reported that Gov. Pritzker has stepped up his recommendations to wear masks, keep social distancing, and wash hands often. He also reported that staff at bars are participating in protecting the public. Chief Klima noted that Shorewood is stable although Will County has some increased numbers of Covid 19.

ORDER OF BUSINESS

1. Consideration for approval of Ordinance 20— 1980 Granting a Conditional Use to Operate( a Fitness and Wellness Center at 312 Gregory Ct. in the Village of Shorewood, Will County, Illinois Rise Above, Unconventional Training). First read.

Trustee Brockman reported that no one spoke for or against at the public hearing and comes to the Board with the 6/0 vote in favor of from Planning and Zoning. Kelley Chrisse noted that the owner said currently there will be 10 patrons with 1 employee and in the future they hope to have 20 patrons with 3 to 4 employees. One of the conditions of the ordinance is that they must be inside. Their hours are from 5: 30 to 10 AM and 4: 30 to 8: 00 PM.

Trustee Brockman made the motion to Approve Ordinance 20 — 1980 Granting a Conditional Use to Operate( a Fitness and Wellness Center at 312 Gregory Ct. in the Village of Shorewood, Will County Illinois Rise Above, Unconventional Traininiz), and waive the 2nd read. 2. Consideration for approval of an ordinance Amending Title One, Chapter 5, Article C ( Building Inspector) and Title 8, Chapter 3 ( Mobile Homes and Mobile Home Parks of the Shorewood Village Code and Amending the Shorewood Crossroads Zoning Ordinance, Title 10 of the Shorewood Village Code, Refining Definitions, Mobile Home Park Regulations, Nonconformities and Zoning Officer Duties. First Read.

Trustee Brockman reported that at the public hearing no one spoke for or against the proposed text amendments and it comes to the board with the 6/0 vote from the commissioners.

Kelley Chrisse, Economic Development Dir., stated that staff consideration for approval of a contract award to champion drywall, was directed to prepare text amendments, update building inspector and zoning officer duties, redefine definitions, and update mobile home regulations.

Trustee DeBold suggested that they keep this ordinance at a first read due to the fact that a clarification was necessary regarding fire extinguishers in the mobile home park. Kelley reported that the fire district was forwarded the revisions but that she had not received any feedback yet. Mayor Chapman stated that this ordinance will stay at a First Read for further review.

3. Consideration for approval of Ordinance 20 — 1981 Directing and Authorizing the Disposal of Surplus Property by the Village of Shorewood. First read.

Noriel Noriega, P. E., Public Works Dir. asked the Board to consider the ordinance, declaring certain Village owned vehicles and equipment as surplus property to be sold at auction. The property identified has outlived its useful life. They are outdated, nonfunctioning, replaced in our inventory, or otherwise not economically maintainable. Upon being declared surplus and sold, they will be removed from the Village' s property inventory. Historically, the Village has had good results utilizing the service of Obenauf Auctions. The disposal process is within the guidelines set forth in the Illinois State statutes.

Trustee Anderson made the motion to Approve Ordinance 20— 1981 Directing and Authorizing the Disposal of Surplus Property by the Village of Shorewood and Waive the 2nd Read. Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Anderson, Kirkland, and Brockman. Nays: None. Warren

Absent. Approved. Waived the 2nd Read. Motion Carried.

4. Consideration for approval for a contract award to Champion Drywall Inc. in the amount of 14,900 for Village Hall exterior column repairs (waive the bid process).

Noriel Noriega reported that due to the specialized repairs, it was challenging for staff to obtain quotes from qualified contractors. He requested three quotes for these column repairs, however: only one responded. Staff recommends the Village Board waive the bid process and award the contract to Champion Drywall Inc. Norio also reported that the original bid was for six columns and that it now also includes the 2 half columns for the same price.

Trustee Anderson made the motion to approve a contract award to Champion Drywall Inc. in the amount of$ 14,900 for Village Hall exterior column repairs and waive the bid process. Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Anderson, Kirkland, and Brockman. Nays: None. Warren Absent. Approved. Waived the Bid Process. Motion Carried.

5. Consideration for approval of Resolution 20 R— 988 Authorizing the Execution of an Intergovernmental Agreement By and Between the County of Will and the Village of Shorewood for the Provision ofAnimal Control Services.

Police ChiefAaron Klima noted that this is a housekeeping item. The Village has been in this agreement since 2014 and this year there is a slight price increase. This resolution covers stray animals but does not include the trapping of wild animals such as raccoons or coyotes.

Trustee Anderson made the motion to Approve Resolution 20 R— 988 Authorizing the Execution of an Intergovernmental Agreement By and Between the County of Will and the Village of Shorewood for the Provision ofAnimal Control Services. Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Anderson, Kirkland, and Brockman. Nays: None. Warren Absent. Approved. Motion Carried.

6. Update regarding utility billing

Administrator Jim Culotta stated that a few residents have commented on higher than normal bills. He noted that bills have increased because of significantly higher water consumption. Consumers use 10.5 million gallons more which is a 20% increase last month than the month before and 10.3 million gallons more than the same time last year. The higher water use is due to high temperatures and little precipitation. These conditions resulted in greater use of irrigation systems and other landscape watering, outdoor water toys and pools. 

Shorewood has not increase their water fees since February 2018. Water is just one part ofthe utility bill; the largest part is sewer fees for collection and treatment. A few residents have inquired about deduct meters, which measures only outside hose bibs and/or irrigation systems, because the sewer rate is typically not applied to that water use. Shorewood does not allow deduct meters and our Intergovernmental agreement with Joliet requires we pay for all metered water sales. Staff does not recommend renegotiating the IGA with Joliet or pursuing deduct meters as it will be more costly to the Village residents.

Trustee Anderson-

The storm damage was significant. 

Please put tree limbs in the Parkway, big branches please to make the job easier for Public Works putting them in the chippers. 

For the next 7 to 10 days there will be six crews out several times a week doing cleanup. 

The road striping is 90% complete and it looks great. 

MFT is finished except for a little sidewalk restoration work 

Sidewalk repairs and mud jacking are complete. 

Storm drain replaced in Kipling Estates 

The Bike Trail Bridge is on schedule

Trustee Brockman- The next P& Z meeting will be September 5 at 7: 00 PM at the Village hall. There are no agenda items at this time. Trustee Brockman noted that he called Public Works at 7 AM in regards to the Parkway trees or branches that were down and by 9:00 AM the crews had taken care of it. He wanted to commend Public Works for a job well done with the storm damage.

Trustee Kirkland

EVENTS 

August 28 and 291h, 2020 the Village will have a Family Camp Out. You will need to register by August 24. Families will be socially distancing and only 50 people are allowed at the camp out. Breakfast and crafts will be brought to each tent. Families will have specific times to makes Smore' s in order to keep socially distance. You can go on the Village website for more details.

September 18th and 19th is the Community Wide Garage Sales. We ask that all involved follow Covid 19 guidelines regarding masks and social distancing.

The splash pads are open but please social distance. 

Public Works and Police did an amazing job with the storms.

Trustee Luciano 

Trustee Luciano stated the next meeting is September 24th, Village hall and that if anyone was interested in joining the Citizens Advisory Committee, they can contact him or any members of the committee through their emails found on the Village website. 

He also echoed the other Board members comments, a job well done by the Shorewood Police Department and the Shorewood Public Works department.

EXECUTIVE SESSION- Personnel, to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees. There was no executive session.
