Braidwood City Council met March 10.

Here is the minutes provided by the council:

Call to Order: The Regular Meeting of the Braidwood City Council was called to order at 7:00 p.m. by Mayor Jones in the Council Chambers of the Braidwood City Hall.

Pledge of Allegiance: Mayor Jones requested all rise for the Pledge of Allegiance.

Roll Call: Upon Roll Call by the Clerk, the following members of the corporate authorities answered “Here” or “Present”;

Elected Officials;

Present: Commissioner Saltzman, Commissioner Money, Commissioner Hart and Mayor Jones

Absent: Commissioner Smith

Appointed Officials;

Present: City Attorney Wellner, City Administrator Altiery, Chief Lyons, City Clerk Fisher City and Engineer Weber

Absent:

Quorum: There being sufficient members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Public Comment:

1. Angie Hutton had questions regarding the locations of Cannabis Businesses were any to apply for licensing in the City.

Approval of Minutes: Commissioner Saltzman made a motion, seconded by Commissioner Money, to approve meeting minutes from the February 25th, 2020 Regular Council Meeting. Motion carried with 4 ayes; 0 nays. (Saltzman, Money, Hart, and Jones)

Mayor’s Report: Mayor Jones stated the weather is getting nice and Code Enforcement will be monitoring grass/weeds. He further stated that if any elderly persons are in need of assistance maintaining their yard, to call the City Hall

Administrator Report: Administrator Altiery presented, for approval, information on a much-needed upgrade to Springbrook Software are the City Hall. Commissioner Saltzman made a motion, seconded by Commissioner Hart, to approve the upgrade of the Springbrook Software. Motion carried with 4 ayes; 0 nays. (Saltzman, Hart, Money and Jones) Altiery then presented, for approval, the Electric Supply Agreement, subject to Attorney modification, between the City of Braidwood and Constellation to supply the City electric at the rate set forth in the Agreement for three years and to authorize the Mayor to Execute the Contract for a rate not to exceed.04573kwhrs. Commissioner Hart made a motion, seconded by Commissioner Money, said Agreement. Motion carried with 4 ayes; 0 nays. (Hart, Money, Saltzman, Jones) Altiery advised the City will be going to monthly water billing soon and with that, the City will need to hire a second Meter Reader.

Accounts & Finance Report: Commissioner Saltzman made a motion, seconded by Commissioner Hart to approve the Accounts Payable Report in the amount of $146,171.54, as identified in the Accounts Payable General Ledger dated 03/10/2020. Motion carried with 4 ayes; 0 nays. (Saltzman, Hart, Money, and Jones) Commissioner Saltzman made a motion, seconded by Commissioner Hart, to approve the Payroll Report, in the amount of $100,159.78, as identified in the Payroll General Ledger dated 03/03/2020. Motion carried with 4 ayes; 0 nays. (Saltzman, Hart, Money, and Jones) Commissioner Saltzman made a motion, seconded by Commissioner Hart, to Approve an Ordinance Authorizing the City of Braidwood to Enter into and for the Mayor of Braidwood to Execute an Agreement between the City of Braidwood and WIPFLI, LLP., Regarding an Annual Audit for Fiscal year Ending April 30, 2020. Motion carried with 4 ayes; 0 nays. (Saltzman, Hart, Money and Jones)

Streets & Public Improvement Report:

Public Property Report: Commissioner Money recognized the Reed Custer Junior Basketball Team for their near perfect 27-1 record and presented the team with a trophy. After the presentation, he proceeded to outline the work done, and training taken, by the city crews within the last 2 weeks.

Public Health & Safety Report: Commissioner Hart reported that in the last 2 weeks, the Police Department handled 193 calls for service, 15 case reports and 2 arrests.

Planning & Zoning Report: Mike Celvecci presented the Plan Commission findings of the March 2nd, 2020 Plan Commission’s public hearing, meeting/review, regarding the proposed Text Amendment to Chapter 23 “Zoning” of the Braidwood Code of Ordinance Regulating Adult-Use Cannabis Facilities which were favorable with the stipulation there be no on-site use. Commissioner Saltzman made a motion, seconded by commissioner Hart, to Approve an Ordinance Amending Chapter 23 Zoning of the City of Braidwood Code of Ordinances Pertaining to Adult-Use Cannabis. Motion carried with 4 ayes; 0 nays. (Saltzman, Hart, Money and Jones) Commissioner Salzman then made a motion, seconded by Commissioner Hart, to Approve an Ordinance Amending the Municipal Code of the City of Braidwood by the Addition of Chapter 78, Article VII, Imposing a Municipal Cannabis Retailers’ Occupation Tax. Motion carried with 4 ayes; 0 nays. (Saltzman, Hart, Money and Jones) The next meeting for the Planning and Zoning Board will be Monday April 6th, 2020 at 7:00pm.

Executive Session: Commissioner Hart made a motion, seconded by Commissioner Money to Enter into Executive Session at 7:38pm to Discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees (5 ILCS 120/2 (c)(1)). Motion carried with 4 ayes; 0 nays. (Hart, Money, Saltzman, Jones) Commissioner Hart, seconded by Commissioner Money made a motion to close Executive Session. Motion carried with 4 ayes; 0 nays. (Hart, Money, Saltzman, and Jones. Executive session closed at 7:58pm.

Adjournment: Commissioner Saltzman made a motion, seconded by Commissioner Money, to adjourn the March 10,2020 regular meeting of the Braidwood City Council. Motion carried with 4 ayes; 0 nays. (Saltzman, Money, Hart, and Jones) The next regular meeting of the Council will be held March 24th, 2020.
