Here is the minutes provided by the council:

I. ROLL CALL:

II. MAYOR:

A. Proclamation - Honoring Annie Tibbott, Claire Blotnik, Ellie Blotnik, and Steve Blotnik

Proclamation

Councilman Mudron read a Proclamation issued by Mayor O'Dekirk Honoring Annie Tibbott, Claire Blotnik, Ellie Blotnik, and Steve Blotnik.

B. Joliet Fire Department Presenting Lifesaving Award to Annie Tibbott, Claire Blotnik, Ellie Blotnik, and Steve Blotnik

Chief Greg Blaskey presented Steve Blotnik, Claire Blotnik, Ellie Blotnik, and Annie Tibbott the Joliet Fire Department Citizen Lifesaving Award.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

Steve Blotnik accepted and thanked the Mayor and Council for their recognition.

Motion to appoint Christopher O'Hara to the Firemen's Pension Board replacing Craig Perrine was made by Councilwoman Jan Hallums Quillman.

V. COUNCIL COMMITTEE REPORTS:

A. Public Safety

Councilwoman Morris and Dave Braner - Chief Information Officer and Mike Batis - Deputy Police Chief, gave an overview and explanation of the items discussed at the Tuesday, March 3, 2020 Public Safety Committee Meeting.

B. Public Service

Councilman Hug gave an overview and explanation of the items discussed at the Monday, March 2, 2020 Public Service Committee Meeting.

C. Ad Hoc City Manager Search

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

Mayor O'Dekirk discussed the Ad Hoc Committee's decision to put the matter of conducting an executive search for City Manager through the selection of a consulting firm to the full Council.

Mayor O'Dekirk gave an overview of the City Manager hiring process and a brief discussion was held by the Council concerning the hiring of the best candidate for the position and the cost associated with hiring a consulting firm.

The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

No public comments were made; therefore, the City Clerk closed the Public Hearing.

Keith Kotowicz discussed the possible elimination of the access point for the businesses on Salem Drive.

Public Works Director Jim Trizna informed they Mayor and Council that Public Works would contact the business owners to address the resident's concerns.

Terese Early also spoke regarding the elimination of the access point for the businesses on Salem Drive.

A brief discussion was held concerning a resolution to the stated complaint.

No further public comments were made; therefore, the City Clerk closed the Public Hearing.

XII. CITY MANAGER:

The City Manager discussed the NorthPoint Development coming before Council on March 17, 2020.

Tom George, Vice President Acquisitions - NorthPoint, discussed possible revenues generated.

A lengthy discussion was held regarding the proposed development with NorthPoint/Compass Business Park including the impact on the Abraham Lincoln National Cemetery.

XIII. NEW BUSINESS (Not for Final Action or Recommendation):

Councilman Hug spoke regarding the trucks going through the veteran cemetery and proposed there be a fine assessed to those trucks that go into the cemetery.

Fire Chief Greg Blaskey discussed the Coronavirus and education to control the spread of the virus.

XIV. PUBLIC COMMENTS:

Laura Klecka spoke regarding a fire at 1836 Kendall Ridge Boulevard and chemical releases as a result of the fire.

In response to Mayor O'Dekirk's questions, Kendall Jackson - Director of Community Development stated he would follow up with Neighborhood Services.

Andrea Baumhardt addressed the Mayor and Council regarding her concerns for the proposed NorthPoint Development.

Kevin Pomykala spoke regarding truck traffic and missed directed trucks entering Abraham Lincoln National Cemetery.

Erin Gallagher invited the Mayor and Council to attend meetings for "Just Say No to NorthPoint". She also discussed the Kansas NorthPoint Development and the differences between the CenterPoint and the NorthPoint Developments.

Flex Pasteris spoke in opposition of the NorthPoint Development.

Skip Hoechbauer, Post Chaplain for the Stone City VFW 2199, spoke in opposition of truck traffic and the concern for the Abraham Lincoln National Cemetery. He also discussed the levels of elected officials residents may contact with their concerns.

Steven Klecka spoke on behalf of neighbor and his family concerning a fire at 1836 Kendall Ridge Boulevard and their health due to the exposure of remnants of the burned home.

Rita Renwick spoke in opposition of the NorthPoint Compass Business Park.

Garrett McGuire spoke in opposition of NorthPoint/Compass Business Park.

Al Gutierrez spoke in opposition of NorthPoint/Compass Business Park.

Manhattan resident and member of the Manhattan American Legion No. 935 spoke in opposition of NorthPoint/Compass Business Park and the affects on the Abraham Lincoln National Cemetery.

David Brown, Manhattan resident, spoke in opposition of NorthPoint/Compass Business Park.

Ty Keller spoke in opposition of the NorthPoint/Compass Business Park and his concerns for the Abraham Lincoln National Cemetery.

XV. MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin wished her husband Happy Anniversary and thanked the veterans at the meeting.

Councilman Hug thanked the Veterans for their service.

Councilman Mudron highlighted Joliet Catholic Academy wrestling team success this season and Joliet Township High School's robotics demonstration.

Councilman Quillman thanked the veterans for their service and highlighted the honor flights.

Mayor O'Dekirk congratulated DJ Hamiti on winning his 3rd wrestling state championship. He highlighted the ribbon cutting at the new Redeemed Ministries on Rowell, and St. Patrick's "Feastival". He also welcomed and thanked the veterans for their service.
