We'd like to ask that we table the Federal Agenda. We had a couple more cleanups and changes we want to make to it before we present it to you. There's not really a rush now, we'd like to go ahead and do that and bring it back to you next month.

Speaker Winfrey stated Member Traynere we need that to Remand to Committee rather than tabled. Can you make that motion?

Member Traynere stated can we send this back to committee, please? And just FYI, we're not going to be changing any of the content of the Agenda or adding anything. It really is just a language clean up.

3. 20-96 Authorizing Funding for Contingency Items for the Will County Joliet

Intermodal Transportation Master Plan

Member Ventura stated there is a comment I would like to make about this. This master plan is using the RTA funds (inaudible) definitely in favor of moving forward with this study. I do want to point out that in the past I might have asked multiple times if you look at using our RTA funds maybe moving over to more public transportation and so it does not look like that was identified in this particular study, so I would like to suggest in the future that when we are going to be budgeting RTA funds that we do consider them for public transportation. It would be nice if we had a presentation of options of what we could be using with our RTA funds since we now have the motive to increase them (inaudible) so while I will be voting yes for this, I am concerned that if we continue to have projects like this where the RTA fund is used not for public transportation, in the future my votes may be no.

Speaker Winfrey stated just for clarification, all members on the line and in person, the main meeting is scheduled for an update on RTA funds and what their uses can be.

Member Ogalla stated I'd like to make a comment as well. As far as this transportation plan goes, I'm a little bit confused if this is the Joliet-Elwood study area which is exactly where that NorthPoint would be proposed in that similar area. Is Joliet going to work with us on a plan for this or are we just doing this to say that we've done the plan? I'd like some clarification on that. What typically seems to happen is that these intermodals get annexed into a village because they need the sewer and water and other services that the village can provide that we do not and then we're stuck with all the traffic on our roads or the township roads and it doesn't seem that the villages care. But in this case Joliet is moving forward really fast with that NorthPoint project and I know (inaudible) projects don't move as fast, but I would just like some clarification on this, please.

Speaker Winfrey stated let me make sure I'm clear what you're saying, Member Ogalla. You're asking first if Joliet is working with us on the Master Plan, and does the area for the study include NorthPoint? Is that correct?

Member Ogalla stated correct.

Speaker Winfrey stated the study includes the whole Will County area so NorthPoint would be a subset of that. We are not promoting NorthPoint by this study, we are trying to understand what all the traffic patterns need to be in the area and (inaudible) enhanced to provide for our current traffic. Joliet is working with us on that study. The NorthPoint issue is actually separate from this, but I would agree there is an impact for us as a county because we have to manage all of the roads.

Member Ogalla stated I agree. I didn't think the county was at all in favor of Northpoint or against it or anything like that. To me, appearances are that Joliet is moving forward on that while we're doing the study. To me it seems inappropriate. I feel they should wait, should hold it off until we have the study done. That would show they're working with us on this plan. To me, they're just doing their own thing.

Member Van Duyne stated thank you Speaker Winfrey. I would like to just maybe clarify, I believe this study is not the entire county. It covers Interstate Route 80 down to north and south down to Hoff Road and then from I-55 to Route 52 east west, which covers the intermodel (inaudible) so not the entire county. Also I believe the county of Will has spent $25,000 on the study and the City of Joliet has also matched the majority of the money has come from funding from the state through grants. I believe the railroad has also participated with some money and also CenterPoint Properties has made a small contribution to this as well.

Speaker Winfrey stated did that help for you Member Ogalla?

Member Ogalla stated yes, thank you very much Speaker Winfrey.

Member Berkowicz stated thank you. Good morning everyone. I have a comment regarding the study. I am curious as to why we're not including the NorthPoint development area when you look at the controversy regarding this NorthPoint. Why is that excluded in this? I think there's a conflict in the messaging here with this plan. We're only taking that certain portion and focusing on that and on the other hand we have the very public controversy regarding NorthPoint. Why are we not doing the whole area that's really impacted by transportation issues?

Mr. Nick Palmer stated good morning everybody. Member Berkowicz, the proposed NorthPoint project is immediately adjacent or on the fringe of the study area that Member Van Duyne mentioned. We did not pick specific projects that were proposed to include, per se, but as this study has evolved, the impact of large projects such as at NorthPoint are going to be part of the final consideration, but it was really taking a capture of the current state of affairs and what was proposed or actually moving and the infrastructure that was needed and that is looking to the future somewhat, too. There's numerous projects that are on the drawing board around this area, so as much as we can capture information, we are. This has been a debate of how much we put weight into this and how much we just go by what we know for sure. It hasn't been approved yet, although it seems it's headed in that direction. It hasn't been approved so we are doing the best we can capture and as is in a forecast for the future. We have this study which is the IDOT study, which is the study that Member Van Duyne mentioned and we have the complimentary study with CMAP that's looking at truck routing and Land Use planning which is capturing a larger area, too. I think between the two studies we will have a lot more information for our use and the municipalities and for the state to use. Does that help, hopefully?

Member Berkowicz stated I appreciate that Mr. Nick Palmer. However, I would say based on what's happened in the last three weeks with the NorthPoint development and the interaction between Joliet and the residents, I would have to say the future is here. NorthPoint is here. They want to push it through. For that reason we have to be proactive. If that was considered future, it's here and it's happening now. When you look at the great lengths the community had to go through to even get that meeting tabled, and it almost didn't happen, so that's my concern with this. I know a lot of time and effort goes into this but time is critical because once those cement trucks pull up and they start working on this project or they approve that project, the opportunity is gone.

Member Mousis stated if I can make a comment. This is really consistent with our prior studies. Even though we identify future development, we didn't necessarily include it. Certainly I think we should be identifying NorthPoint, but it's not here. You don't know how fast NorthPoint would develop so you don't' really know what the impact is until it starts. I think this is consistent with what we've been doing, and that's doing what's here, what we know is here, and identifying future development. This study evolves, this study will constantly be updated with developments. We thought the CSX intermodel was going to go in for sure and then it just stopped. You never know what's going to happen. I think we should stick with what we've been doing. Identifying what's here, recognizing future development, and we update the study as we need to.

Member Van Duyne stated just to be clear, I believe the study contains three scenarios. One being the current situation that we have in this area with the current amount of traffic. Number two would be if all the warehousing and all the buildings were 100% occupied would be second part of the study, and then number three, if a big project such as NorthPoint were to develop, that would also be covered on this particular study so there are three scenarios being considered, just for clarification. XXIII. COMMENTS BY COUNTY BOARD MEMBERS

Speaker Winfrey stated as to the next meetings, we are cancelling the next meetings of this Board until the Executive Committee on April 9 at this point. On April 9 we will meet here in the larger room or by telephone, as you choose, and we will hear all committees through that meeting at that time. The only one that will not be a part of that meeting is Land Use, which falls after that and Legislative. Other than that, all committees on April 9 through the Executive Committee. We encourage people to be online or present to (inaudible) completely beforehand so we can do it all as one thing. Obviously as conditions change, that may change. We will keep you notified through the hotline, through the emails to know if there is any shifting of that, but right now that is the plan. As far as essential personnel, each department is responsible for (inaudible), as it sees fit, based on it's operation, who it has in the building and who it does not. We are encouraging departments to do as much as they can either from home or by phone. For those departments that have public interface, we are encouraging people to call first to make sure your question can be handled by phone or through (inaudible) as opposed to being in person. And then we're going to have Mr. Nick Palmer at the podium. That's what we're doing so far. We will have some additional input from Mr. Nick Palmer here, but that's where we are at this point.

Mr. Nick Palmer stated just wanted to give everyone an update because things are changing. For those on the phone and in the room here, we have been meeting pretty regularly with our elected officials, department heads, regular contact with the Health Department and the state and the Federal government, and we've had contact at the HHS at the federal level and the Governor's office. As Ms. Susan Olenek already said, there are regular updates, things are changing. Dynamically I would encourage you to listen to the Governor's press conference today because there may be a lot of new information. As this meeting has been going on, there has been notices going out. Per Speaker Winfrey's comments, elected officials control the internal operations of their office and a number of them have exercised the option, the decision, to close their operations to direct public interaction, except by appointment only. They have a responsibility that they've been advised to do certain functions as long as the County as a whole is open, they are required to do. It's limited so we would encourage you to spread this to your constituents and to the public. If you have business to do with the county, call ahead first. Some of that work may be able to be done over the phone via email on their website. We're encouraging, and this is kind of in-motion, hopefully, our elected officials and department heads have put that on their websites too, to encourage people less interaction directly is good. That's what everyone has been saying from the President down to the Governor, down to the local level. But I can tell you this is just a sampling, it's not all inclusive. The Recorder of Deeds, the Treasurer, the Sheriff, I believe, the Clerk, is reducing some staffing. State's Attorney, Supervisor of Assessments, our Workforce services, (inaudible) VAC, Sunny Hill, which is a 24-7 operation is still open but they're limiting, pretty strictly, access to the residents, their protection. Many of these offices are going to continue to function on some level. County government is still open for business but the key is limiting interaction for the safety of the public and for our employees. There could be further reductions in staff, but as we all know, we have a number of 24/7 operations that are part of the response to this issue. The Sheriff's Department, the Dispatch Center, Highway is always an issue. If there's problems, Mr. Harold Damron, who is our Emergency Management Director has advised us, we have plenty of drills that we do for different scenarios. This is a little bit unique but if we needed to we could activate our EOC. The other piece of information, if you haven't already heard, the County Executive did sign an emergency declaration which is not an end all be all, it's a starting point. But that does, in some cases, allow us to access funds should they be available from the federal government or the state government, and it sends the message that we are taking this very seriously, as we have from the start. A number of offices are limiting operations so we would encourage people to call first if you need to do something with County government. It will save you a trip and hopefully limit your exposure to others that may have issues. We're monitoring with the state.the state may recommend further restrictions. A number of communities are doing that now so stay tuned is what I would say, thank you.

Member Ventura stated my first two questions are for County Clerk Ferry in response to what Mr. Nick Palmer has said about only having certain operations as needed. DuPage County had put out that they are delaying their results, specifically some of the (inaudible) ballots and I was wondering if Will County is planning to do that, counting the ballots, do they still have them uncounted?

County Clerk Staley Ferry stated we don't have any plans to do that as of right now.

Member Ventura stated I know you guys did a precount on the 15th, do you know how many where you have to do from the 15th through 17th?

County Clerk Staley Ferry stated we're still receiving mail in ballots, we're still processing them. The provisional count is scheduled for March 31.

Member Ventura stated (inaudible) or I can email you County Clerk Staley Ferry. I have a question for Speaker Winfrey. You had said that all of our committee meetings would be going through. I wanted to first confirm that since each of the chairs have given their next meeting date and then if that is true then all committees will be heard through Executive. Will members of those committees be given a voice or an opportunity to speak? We don't get a vote in Executive even though I'm a part of several of those committees.

Speaker Winfrey stated at the April 9 meeting all committees will be heard and each committee will be heard in it's entirety as if it were a committee meeting. In that respect, yes, people will have a chance to say, "I have a comment, or a question" or whatever needs to happen.

Member Ventura stated so it won't be an necessarily an Executive meeting, we will all just be doing our committee meetings through that. We will vote as committee members at that meeting. Is that correct?

Speaker Winfrey stated yes.

Member Harris stated I have a comment. You all should have received an email from the Forest Preserve (inaudible) pretty much following what the CDC (inaudible) federal and local. If you have any questions, please let me know.

Announcements by County Board Minority Leader, Mike Fricilone

Member Fricilone stated I just want to thank Ms. Susan Olenek and her team, as well. We have a great Health Department here. Those guys do a great job. We know they'll be on top of anything they are told to do. I would encourage everybody to encourage your friends and all that. This information is on television. You can't turn it on without seeing it. Just follow the CDC guidelines or the state guidelines, whatever they're putting out. It's on every five minutes, you can't miss it if you go on. On the other side, today is the first day of spring. It is the first time that March 19 has been the first day of spring in 124 years. Those swallows are going to come back to Capistrano just as they always do and life is going to go on. Today for us Italian and Polish people it's St. Joseph's Day. I'll ask St. Joseph to watch over us. Be safe and healthy. Thank you.

Speaker Winfrey stated as Member Fricilone stated, follow the guidelines. The guidelines are out there. As soon as Ms. Sue Olenek has anything that she wants to put out through the Board, we'll get that information from her and make sure each of you has a copy of that so you can publish it on your Facebook, send it to all your constituencies, so that will be out there. If people call you about coming down, encourage them to use the phone, call first. We are wanting to keep everybody safe. The way we do that is to practice social distancing everywhere.

That means don't go running to the grocery store hoarding and all that; certainly not everybody running into the building. The building is open but we are encouraging people to do whatever they can to do whatever they can by phone, by electronic media, email, whatever. We ask you to observe that. I believe we do also need an Executive Session for purposes of litigation.
