City of Joliet City Council met December 26

Chairs

City of Joliet City Council met Dec. 26.

Here is the minutes provided by the council:

I. ROLL CALL:

PRESENT: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Sherri Reardon, Councilman Michael F. Turk.

ABSENT: Councilman Larry E. Hug, Councilwoman Jan Hallums Quillman.

ALSO PRESENT: Interim City Manager Steve Jones, Corporation Counsel Martin J. Shanahan, Jr.

II. CITIZENS TO BE HEARD ON AGENDA ITEMS:

Mary Beth Gannon spoke in opposition of the proposed budget.

Kathy Spieler spoke in opposition of the proposed budget.

Audrey Secko spoke in opposition of the proposed budget.

Florence Bayci spoke in opposition of the proposed budget.

Gabriela Shanahan spoke in opposition of the proposed budget.

Edward Secko spoke in opposition of the proposed budget.

Kathleen Machak spoke in opposition of the proposed tax increases.

Megan Millen, Executive Director - Joliet Public Library, spoke regarding the proposed library bond.

Emmie Ostrem spoke regarding the proposed 2020 budget.

John Sheridan spoke regarding the proposed 2020 budget.

Jim Roolf spoke regarding the proposed 2020 budget.

Councilman Hug arrive at approximately 5:32 p.m.

Councilwoman Quillman arrived at approximately 5:40 p.m.

III. ORDINANCES:

A. COUNCIL MEMO #714-19: Ordinances Approving the 2020 Annual Budget for the City of Joliet

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the last time the City increased the hotel/motel tax and contract and grant with waste management. Additional discussions were held regarding $6 million departmental requests cut from the 2020 proposed budget and the implementation of a 5 year budgeting plan, and professional services including Ancel Glink.

A brief discussion was held regarding the Council placing the library's request for $6.5 million on the November election ballot as a referendum.

Motion to remove the proposed $6.5 million bond issuance for the Joliet Library from the 2020 Annual Budget for the City of Joliet was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Larry E. Hug. Motion failed by the following vote: AYES: Councilman Larry E. Hug, Councilman Terry Morris, Councilwoman Jan

Hallums Quillman. NAYS: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Pat Mudron, Councilwoman Sherri Reardon, Councilman

Michael F. Turk.

Motion to remove the proposed motor fuel tax increase from the 2020 Annual Budget for the City of Joliet was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Larry E. Hug. Motion failed by the following vote: AYES: Councilman Larry E. Hug, Councilman Terry Morris, Councilwoman Jan

Hallums Quillman. NAYS: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Pat Mudron, Councilwoman Sherri Reardon, Councilman Michael F. Turk.

A brief discussion was held regarding Joliet's economic development being affected by the proposed tax increases.

A brief discussion was held regarding the possibility of an increase in motor fuel tax on diesel fuel.

A brief discussion was held regarding choices, options, and fund projections concerning the 2020 proposed budget.

B. COUNCIL MEMO #715-19: Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019, in and for the 1996 Joliet Special Service Area Number Fourteen (Joliet City Center), and 2009 Joliet Special Service Area Number Seven (Park Hill Subdivision)

The City Manager gave a brief overview of this Council Memo.

COUNCIL MEMO #715-19

Motion to adopt COUNCIL MEMO #715-19: Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019, in and for the 1996 Joliet Special Service Area Number Fourteen (Joliet City Center), and 2009 Joliet Special Service Area Number Seven (Park Hill Subdivision) was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Michael F. Turk. Motion carried by the following vote: AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, Councilman Michael F. Turk. NAYS: None.

C. COUNCIL MEMO #716-19: Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019 in and for the City of Joliet; Including the Joliet Public Library

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the affects of property valuation and re-evaluation on the City of Joliet's portion of resident's property taxes.

Motion to adopt COUNCIL MEMO #716-19: Ordinances for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019 in and for the City of Joliet; Including the Joliet Public Library was made by Councilman Michael F. Turk.

D. COUNCIL MEMO #717-19: Ordinance Amending Chapter 28 - Taxation, Article VII, Hotel and Motel Accommodations, Of the City of Joliet Code of Ordinances (Tax Upon the Rental or Leasing of any Hotel or Motel Accommodation at the Rate of Ten (10) Percent)

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the possible establishment of a Tourism Improvement District which could be an alternate approach to funding cultural venues and tourism.

COUNCIL MEMO #717-19

Motion to adopt COUNCIL MEMO #717-19: Ordinance Amending Chapter 28 - Taxation, Article VII, Hotel and Motel Accommodations, of the City of Joliet Code of Ordinances (Tax Upon the Rental or Leasing of any Hotel or Motel Accommodation at the Rate of Ten (10) Percent) was made by Councilman Michael F. Turk.

Motion seconded by Councilwoman Sherri Reardon.

Motion carriedby the following vote: AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Pat Mudron, Councilwoman Sherri Reardon, Councilman Michael F. Turk. NAYS: Councilman Larry E. Hug, Councilman Terry Morris,

E. COUNCIL MEMO #718-19: Ordinance Amending Chapter 28 - Taxation, Article IX - Retail Purchase of Motor Fuel, of the City of Joliet Code of Ordinances (Taxable Motor Fuel Rate of Four Cents ($.04) Per Gallon)

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the discrepancies in the gas prices throughout the City and the hardship of the proposed gas tax.

COUNCIL MEMO #718-19

Motion to adopt COUNCIL MEMO #718-19: Ordinance Amending Chapter 28 - Taxation, Article IX - Retail Purchase of Motor Fuel, of the City of Joliet Code of Ordinances (Taxable Motor Fuel Rate of Four Cents ($.04) Per Gallon) was made by Councilman Michael F. Turk.

Motion seconded by Councilman Don "Duck" Dickinson. Motion carriedby the following vote: AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Pat Mudron, Councilwoman Sherri Reardon, Councilman Michael F. Turk. NAYS: Councilman Larry E. Hug, Councilman Terry Morris,

The City Manager gave a brief overview of this Council Memo.

Motion seconded by Councilman Pat Mudron. Motion carriedby the following vote: AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Sherri Reardon, Councilman Michael F. Turk. NAYS: Councilwoman Jan Hallums Quillman.

Councilwoman Quillman left the meeting at approximately 7:13 p.m.

IV. PUBLIC COMMENTS:

Mary Beth Gannon spoke in opposition of the passage of the 2020 budgeted tax increases.

Kathy Spieler spoke regarding the presence of homeless people at the downtown Joliet library and safety concerns for patrons of the downtown library. She shared comments made by residents on social media outlets concerning the gas tax increase.

Audrey Secko spoke concerning Council disagreements.

Alicia Morales spoke regarding safety at the downtown library.

V. ADJOURNMENT:

Motion to adjourn was made by Councilwoman Bettye Gavin.
