II. PRESENTATION:

A. Joliet Police Explorers Recognition

Lt. Jose highlighted the accomplishments of the Joliet Police Explorers Post 220 at the 2019 Illinois Law Enforcement State competition which had 26 agencies and more than 200 Explorers competing.

IV. APPROVAL OF AGENDA:

Motion to approve the Agenda as written with the following change: Under Award of Contracts, vote separately on COUNCIL MEMO #576-19: Request for Authorization to Approve a Professional Services Agreement for Legal Representation Related to Ethics Investigations and Related Matters. was made by Councilwoman Sherri Reardon.

Motion seconded by Councilwoman Bettye Gavin.

Councilman Hug gave an overview and explanation of the items discussed at the Monday, November 4, 2019 Public Service Committee Meeting.

B. Ad Hoc City Manager Search Committee

Mayor O'Dekirk highlighted the two meetings held by the Ad Hoc City Manager Search Committee resulting in 5 candidates’ credentials being reviewed for possible future interviews.

COUNCIL MEMO #567-19: Position Vacancies

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one part-time parking deck attendant position, 2) Fill one Police Patrol Officer position, and 3) Fill one Fire Chief position and any subsequent vacancies that may occur.

Motion to concur Councilwoman Bettye Gavin. in the recommendations of the City Manager was made by Motion seconded by Councilman Don "Duck" Dickinson.

A brief discussion was held regarding members of the Council voting on this item based on their vested interest.

Corporation Counsel Marty Shanahan clarified the recommendation for Mayor O'Dekirk and Councilwoman Quillman to step down from the dais and be absent from the vote to avoid the perception and appearance of any type of impropriety.

Councilman Hug and the Interim City Manager held a discussion regarding the usage of an outside law firm for legal representation related to ethics investigations and related matters in place of the City's legal staff and the scope of services to be provided by the outside law firm.

In response to a request for clarification from yesterday's PreCouncil meeting, Interim City Manager Steve Jones followed up on an incident between the Village of Oswego and the law firm being considered for this item, Ancel Glink.

Councilman Mudron explained his reason for the approval of an outside law firm to handle the investigation.

Councilman Morris expressed his opposition to hire an outside law firm.

Motion seconded by Councilwoman Sherri Reardon.

Councilman Hug expressed the cost for the outside law firm affecting city services.

The City Clerk stated for the record that Mayor O'Dekirk and Councilwoman Quillman stepped down from the dais for the vote on COUNCIL MEMO #576-19: Request for Authorization to Approve a Professional Services Agreement for Legal Representation Related to Ethics Investigations and Related Matters.

Motion to approve Council Memos #573-19 through #575-19 was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilman Michael F. Turk.

XII. CITY MANAGER:

The Interim City Manager stated the proposed dates for upcoming budget discussions are November 25 and December 11 - workshops, December 16 - Public Hearing, and December 17 - Budget and Levy adoption.

XIII. NEW BUSINESS (Not for Final Action or Recommendation):

A brief discussion was held regarding the delay in budget discussions this year and the lack of new economic development.

Mayor O'Dekirk highlighted an I-80 Coalition meeting and two separate public hearings on the I-80 project.

XIV. PUBLIC COMMENTS:

Drew Zazofsky with Thorntons LLC spoke regarding an Amendment and extension of provisions set in the Thornton's development and relocation of the Casseday House.

A brief discussion was held regarding the agreement with Thorntons LLC.

Mary Beth Gannon discussed the increase in crime in the Reedswood neighborhood. Julia Alexander, President of Including You, as well as other members of Including You spoke regarding the efforts, mission, and accomplishments of Including You.

Councilwoman Gavin thanked the Mayor and Including for their investment in the community

XV. MAYOR AND COUNCIL COMMENTS:

Don Dickinson highlighted the trunk or treat held by the Joliet Explorers and Joliet Police Department.

Councilman Mudron highlighted Project Acclaim event at Jacob Henry Mansion.

Councilwoman Reardon highlighted her experience as "Principal for the Day" at Marshall Elementary and a Veteran's Day movement Bells of Peace. She also wished her son a happy birthday.

Councilman Turk gave condolences to the Thayer family and former Councilman Ed Akeman's family.

Mayor O'Dekirk highlighted the African-American Business Association 2nd annual dinner, Business After Hours at Hawk Subaru, meet and greet with Harrah's new General Manager, prison Night Behind Bars event, and meeting with restaurant owner concerning food trucks. He wished all veterans a Happy Veteran's Day. He also shared his concern for previous comments made during this evenings meeting.
