City of Joliet Economic Development Committee met Oct. 8.

1. Roll Call
PRESENT: Councilman Don Dickinson, Councilman Terry Morris.
ABSENT: Councilman Larry Hug, Chairman.
ALSO PRESENT: Derek Conley, Economic Development Specialist, Mike Schwarz, Director of Planning.
2. Approval of Minutes—September 10, 2019
Motion to approve the minutes from the September 10, 2019 meeting was made by Councilman Don Dickinson.
Motion seconded by Councilman Terry Morris.
Motion carried by the following vote:
AYES: Councilman Don Dickinson, Councilman Terry Morris.
NAYS: None.
3. Citizens to Be Heard on Agenda Items

4. New/Old Business - For Final Action Or Recommendation
a. Consideration of a Resolution Approving Pre-Development Agreement with E&M Strategic Development, LLC
Mr. Conley, Economic Development Specialist, introduced Mr. Mark Meyer, E&M Strategic Development. Mr. Meyer gave the Committee some background information about the consideration of a Resolution approving a Pre-Development Agreement with E&M Strategic Development, LLC.
Mr. Conley said the area that they are considering is the medical center TIF district.
Councilman Morris had questions regarding the developer and the brand, as well as parking. Mr. Meyer answered his questions.
Mr. Conley spoke about the pre-development agreement and the market study.
Councilman Dickinson said it is a great idea to have a hotel near the hospital. He asked if there are restaurants and bars in the hotels or just restaurants. Mr. Meyer responded.
Councilman Morris asked if there will be any kind of retail around the hotel. Mr. Meyer responded.
Mr. Conley spoke with Councilman Hug and he said he was supportive of the project.
Motion to recommend the Consideration of a Resolution Approving Pre-Development Agreement with E&M Strategic Development, LLC go to the full City Council was made by Councilman Don Dickinson.
Motion seconded by Councilman Terry Morris. Motion carried by the following vote:

a. Economic Development Updates
Mr. Conley did not have any updates this month.
Councilman Dickinson inquired about Buona Beef and the gyro restaurant at Midland and Jefferson Street. Mr. Conley and Mr. Schwarz responded.
