City of Wilmington City Council met June 19.

Here is the minutes provided by the Council:

Call to Order:

The Regular Meeting of the Wilmington City Council on June 19, 2018 was called to order at 7:00 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.

Roll Call:

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Studer, Tutor, Persic, Butler, Kirwin, Vice, Evans, Combes

Quorum:

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance:

Also, in attendance were the Deputy City Clerk Joie Ziller, City Accountant Kim Doglio, Attorney Bryan Wellner

Approval of Minutes:

Alderman Tutor made a motion and Alderman Studer seconded to approve the June 5, 2018 Regular City Council meeting minutes and have them placed on file

Upon roll call, the vote was:

Ayes: 8 Studer, Persic, Evans, Tutor, Kirwin, Vice, Butler, Combes

Nays: 0

The motion carried.

Public Hearing:

Alderman Studer made a motion and Alderman Tutor seconded to open the public hearing at 7:02 p.m. for discussion on Fiscal Year 2019 Appropriation Ordinance

Upon roll call, the vote was:

Ayes: 8 Studer, Persic, Evans, Tutor, Kirwin, Vice, Butler, Combes

Nays: 0

The motion carried.

Discussion: Accountant Doglio stated the budget appropriation ordinance that’s presented tonight will be open for public inspection for ten days, basically it is all of the funds by department, their revenues and expenditures. We have reviewed all of those line by line. The grand total estimated revenue is $ 20,979,483.00 and that’s across all funds. The grand total of expenditures is $22,107,405.00 and again that is across all funds. That is utilizing some existing fund balance in the year as well. Mayor Strong stated that for those of you who weren’t here earlier, that $20 million a lot of that is a pass thru where we get money but we give it out. It’s not money that the city can use. It sounds like the city gets 20 million dollars to play with, well we don’t. Accountant Doglio added that some of its reimbursable, there is an offset to it. Mayor Strong stated that the South Arsenal they are doing work out there well the government gives us money and we turn around and give it to the guy who’s doing the work. Same thing Peotone road we fix that we get money coming. Then out at Ridge, we get money for taxes and got to turn around and give it back, that’s 5 million, which we can use. No other public comment was made.

Alderman Studer made a motion and Alderman Tutor seconded to close the public hearing at 7:05 p.m.

Mayor’s Report Mayor Strong announced the City fireworks on June 30 at the North Island at dusk, Rotary car show downtown on June 30, CMAP downtown plan open house June 26 at island park district 4:30 to 6:30, Lion’s Club annual fishing derby June 23 at the South Island pond 4-6:30. Also the west side of town is picking up pretty good-The car museum at the old Ben Franklin is going to have a grand opening soon, the Crichton bothers (Factory to U) have been bought and there is going to be a workout place there. Next to Burger King the construction of a new storage facility may start soon. Bill Weidling’s mom passed away last week. Downtown we got the two buildings that have been improved. Mayor Strong introduced Jake Tenn, Ben Dietz and Zack Kavanaugh. They thanked John Persic for the mulch for the South Island which was spread out on the playground this afternoon. Mayor Strong stated that the City appreciates what they are doing. Alderman Tutor asked what group these gentlemen are with? Jake Tenn stated that they don’t have an official name but they went under Rock Your Block when we beautified Northcrest Park. Mr. Tenn stated that they had a really good turnout, probably about 50 adults and some kids then we had a party a week after which had about 100 people there. And now we want to beautify the South Island, so we are going to be doing fundraisers and stuff like that. The Council thanked them for all the work they’ve done. Jake Tenn stated that they are looking at the other playground by the ball park. There are some safety issues there. We would like to mulch and put barriers and stuff like that. Mayor Strong stated that we are going to start working on that bathroom on the north island; we need all the help we can get on that. We will find projects that can help out the community.

Public Comment:

Jeannie Walsh, who lives on Cottage Road, voiced her complaints about Ridgeport Logistics. Her and her sister worked together with the Swift Transportation Company to get the GPS fixed which took a couple months. Now trucks are still coming down Cottage Road, lost. She talks about putting names of Company’s on the signs going into Ridgeport. She also wants the City to work with the State to put up billboards up on Exit 240 because the trucks are not stopping on the ramps. She talked to the state police and they said that putting stop lights up on the ramp is now being reviewed. Ms. Walsh thinks it would be a good idea to put flashing yellow lights on the signs to call the truckers attention to the correct location instead of going the wrong way and destroying peoples’ yards and driveways. Jeannie Walsh questioned whether land was sold to become a truck terminal. There was an itty-bitty sign saying the land was for sale. The sign only had a phone number. When she called she found out they are putting in a truck terminal on 8 acres. Samual Annyon Say Trucking Incorporated said there will be about 15 to 20 more semi’s there and 4,500 square foot structure proposed. Its passed by Will County already. Over the tracks on the left, west of the tracks.

Finance, Administration & Land Acquisition Committee

Alderman Studer made a motion and Alderman Tutor seconded to approve the accounts payable report dated June 19, 2018 in the amount of $259,941.43, and collectors reports for month ending May 2018 as presented by the city accountant

Upon roll call, the vote was:

Ayes: 8 Studer, Persic, Evans, Tutor, Kirwin, Vice, Butler, Combes

Nays: 0

The motion carried.

The next scheduled meeting is Wednesday, July, 16 2018 at 6:00 p.m.

Ordinance & License Committee Co-Chairs – Kirby Hall & Lisa Butler

Personnel & Collective Bargaining Committee

Co-Chairs – John Persic Jr.

Alderman Persic made a motion and Alderman Tutor seconded to approve and create the position of Public Works Director and promote Darin Fowler to that position

Upon roll call, the vote was:

Attorney’s Report:

Attorney Wellner had nothing to report.

Executive Session:

Alderman Persic made a motion and Alderman Vice seconded to go into Executive Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees [5 ILCS 120/2(c)(1)] and collective negotiating matter between the public body and its employees [5 ILCS 120/2(c)(2)] at 7:18 p.m.

Upon roll call, the vote was:

Ayes: 8 Studer, Persic, Evans, Tutor, Kirwin, Vice, Butler, Combes

Nays: 0

The motion carried.

Alderman Persic made motion and Alderman Butler seconded to come out of Executive Session at 7:22 p.m.

Nays: 0

The motion carried.

Action Taken Following Executive Session:

Nothing at this time.

Adjournment:

Motion to adjourn the meeting made by Alderman Tutor and seconded by Alderman Studer. Upon voice vote, the motion carried. The Regular Meeting of the City of Wilmington City Council held on June 19, 2018 adjourned at 7:31 p.m.
