Village of Frankfort Board of Trustees met April 16.

Here is the minutes provided by the Board:

Mayor Jim Holland called the regular meeting of the Frankfort Village Board to order on Monday, April 16, 2018, at 7:00 P.M.

Village Clerk Adam Borrelli called the roll. In attendance were Mayor Jim Holland, Village Clerk Adam Borrelli, Trustees John Clavio, Cindy Heath, Bob Kennedy, Keith Ogle, Mike Stevens, and Dick Trevarthan. Also in attendance were Attorney Sean Brady, Attorney Hannah Lamore, Police Chief John Burica, Village Administrator Rob Piscia, and Assistant Village Administrator Jeff Cook.

Approval Of Special Orders - Unanimous Consent Agenda

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (April 2, 2018)

B. Approval ofBills/Payroll - $1,763,683.44/$317,322.81

C. Financial Affairs Committee Report

1. Fiscal Budget 2018/2019 - Approval and Adoption

Accept the recommendation of the Financial Affairs Committee and approve the Village of Frankfort municipal budget for fiscal year 2018/2019.

2. End of Year Transfers - Approval

Approve the year-end Village of Frankfort interfund transfers as presented and dated April 30, 2018.

D. Land Use and Policy Committee Report

1. Baxter & Woodman Engineering Services Agreement - Resolution Accept the recommendation of the Land Use and Policy Committee and adopt A Resolution (No. 18-17) Authorizing The Execution Of An Engineering Services Agreement Between The Village Of Frankfort And Baxter & Woodman, Inc., for the completion of a Sanitary Sewer Flow Monitoring Study, with a total project amount not to exceed $37,000.00.

2. Village of Frankfort Code of Ordinances

a. Regulation of Raffles - Ordinance Accept the recommendation of the Land Use and Policy Committee, waive the First and Second Readings, and pass An Ordinance (No. 3143) Amending The Village Of Frankfort Code Of Ordinances, Title Xiii: General Offenses, Chapter 135: Gambling Offenses, creating Section 135.06 Raffle Regulations.

b. Advisory Committees - Ordinance Accept the recommendation of the Land Use and Policy Committee, waive the First and Second Readings, and pass An Ordinance (No. 3144) Amending The Village Of Frankfort Code Of Ordinances, Title Iii: Administration, Chapter 32: Departments, Boards, And Commissions, creating Section 32.07 Advisory Committees.

c. Village President and Board of Trustees as Ex Officio Members - Ordinance Accept the recommendation of the Land Use and Policy Committee, waive the First and Second Readings, and pass An Ordinance (No. 3145) Amending The Village Of Frankfort Code Of Ordinances, Title Iii: Administration, Chapter 31: Board Of Trustees, creating Section 31.02 Village President and Board of Trustees Serving as Ex Officio Members of Advisory Committees.

3. Intergovernmental Agreement: Government Insurance Network-Resolution Accept the recommendation of the Land Use and Policy Committee and adopt A Resolution (No. 18-18) Authorizing The Execution Of An Intergovernmental Agreement By And Among The Village Of Frankfort, City Of Elmhurst, Village Of Lemont, Village Of New Lenox, Village Of Romeoville, Village Of Shorewood, And The Village Of Westmont, to establish the Government Insurance Network.

Trustee Trevarthan made a motion (#1), seconded by Trustee Stevens, to approve the Unanimous

Consent Agenda.

Following a motion to approve, Trustees Heath and Kennedy presented a brief overview of the consent agenda docket items under consideration for approval.

Mayor Holland invited trustee and audience comment on the consent agenda items prior to a vote being taken. Trustee Ogle commented on the Intergovernmental Agreement, noting he had some concerns with the Village's participation in the insurance pool, however was comfortable moving forward for the reason that the agreement allows members to withdraw from the Plan with 120 days notification.

Clerk Borrelli called the roll. Ayes: Trustees Clavio, Heath, Kennedy, Ogle, Stevens, and Trevarthan. Nays: None. The motion carried.

Mayor's Report

• Mayor Holland presented a proclamation to Hickory Creek 8th Grade student, Dominic Adamo, for becoming the 2018, 155-pound State Wrestling Champion and capturing Hickory Creek's first state wrestling title.

Following presentation, Dominic spoke about his wrestling season and expressed his thanks.

• Mayor Holland entertained a motion from the floor to proclaim Saturday, April 21, 2018, as Earth Day in the Village. He also noted Frankfort was recognized as a Tree City USA for its efforts to provide a greener and healthier environment for its residents.

Trustee Heath made a motion (#2), seconded by Trustee Clavio, to designate Saturday, April 21, 2018, as "Earth Day/Arbor Day" in the Village of Frankfort. A voice vote was taken. All were in favor. The motion carried.

• Mayor Holland extended a personal "thank you" to all residents who served on various village committees in the previous year and to those who applied for committee positions in the new fiscal year. He entertained a motion from the floor to approve the new fiscal year's committee appointments.

Trustee Trevarthan made a motion (#3), seconded by Trustee Kennedy, to approve the Village of Frankfort committee and commission appointments made by Mayor Holland with the advice and consent of the Board for fiscal year 2018/2019. A voice vote was taken. All were in favor.

The motion carried.

• Mayor Holland requested a motion from the floor to extend the temporary waiver of sewer and water fees for qualified residents and utility customers of the Village of Frankfort who are on active duty in the U.S. Armed Forces.

Trustee Stevens made a motion (#4), seconded by Trustee Heath, to adopt A Resolution (No. 18-19) Authorizing The Waiver Of Water And Sewer Fees For Village Of Frankfort Military Personnel Serving On Active Duty In The Armed Forces Of The United States Of America.

Clerk Borrelli called the roll. Ayes: Trustees Clavio, Heath, Kennedy, Ogle, Stevens, and Trevarthan. Nays: None. The motion carried.

• Mayor Holland announced the Spring Farmer's Market opens Sunday, April 29, from 10:00 A.M. to 2:00 P.M.

Police Department Report

ChiefBurica congratulated Dominic Adamo on his state championship title and undefeated season.

He cautioned residents to be wary of phone scams and unsolicited emails asking for money circulating in the area. He cautioned residents to make sure their car doors are locked and garage doors are closed at night.

Village Administrator's Report

Administrator Piscia extended his congratulations to Dominic on his fantastic season. He thanked residents for their willingness to serve on the various committees. Administrator Piscia reported on the St. Francis Road Reconstruction Project, noting construction is expected to begin in late May or early June. He further reported St. Francis Road will remain open during construction, but will be reduced to one lane with a signalized intersection.

Village Attorney's Report

Village Attorney Sean Brady had no report.

Other Business

The entire Village Board extended congratulations to Dominic Adamo, recognizing him for his undefeated season and his outstanding achievement in winning the 2018 IESA 155-pound State Wrestling Championship.

Trustee Clavio applauded the efforts of a local merchant who implemented some of the suggestions offered by a resident at a recent Community Services Committee meeting relating to parking that should help the community as a whole.

Trustee Kennedy congratulated the Adamo family and the entire wrestling team.

Trustee Heath expressed her appreciation to Village employees for taking on additional responsibilities with the reduction in staffing.

Trustee Trevarthan reported as part of the Ash Tree Replacement Program, most of the parkway trees have been planted for the spring. He encouraged residents to check their swimming pools and to start treatment if they notice any issues.

Trustee Stevens thanked residents for volunteering to serve on the various committees and voiced his appreciation to staff for their efforts in reducing expenses.

Trustee Ogle advised residents the Village of New Lenox Plan Commission has a hearing scheduled for Tuesday, May 1, at 7:00 PM, to review a request for annexation and rezoning for vacant property near Scheer and Laraway Road, just west of Hickory Creek Middle School.

Clerk Borrelli provided election turnout statistics from the March 20, 2018 Primary Election.

Public Comments

No public comments were received by the Village Board.

Adjournment To Executive Session

Trustee Trevarthan made a motion (#5), seconded by Trustee Ogle, to adjourn to Executive Session for the purpose of discussing personnel and collective negotiating matters pursuant to 5 ILCS 120/2(c)(l) and 5 ILCS 120/2(c)(2), respectively.

Clerk Borrelli called the roll. Ayes: Trustees Clavio, Heath, Kennedy, Ogle, Stevens and Trevarthan. Nays: None. The motion carried.

The Village Board adjourned to Executive Session at 7:44 P.M.

The Village Board came out of Executive Session at 9:33 P.M. and resumed the regular board meeting.

No action was taken as a result of Executive Session.

Adjournment

Hearing no further business, Trustee Heath made a motion (#6), seconded by Trustee Stevens, to adjourn the regular board meeting of Monday, April 16, 2018. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 9:35 P.M.
