CALL TO ORDER

Mayor Frank Fleischer called the Regular Session of the Board of Trustees to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE

Mayor Frank Fleischer, the Board of Trustees, and members of the audience recited the Pledge of Allegiance.

ROLL CALL/ESTABLISHMENT OF QUORUM

Clerk Patt called the roll and the following Trustees were present:

John Mazzorana George Metanias Debbie Engler Joseph E. Budzyn Joe Siwinski

Absent: Jim Richmond

Also present were: Village Clerk Patricia Patt; Village Administrator John Tomasoski; Finance Director Barb Damron; Village Engineer Paul Pearson; Chief Steve Vaccaro; Community/Economic Development Director Alan Zordan; Public Works Director Lou Tiberi; Civil Engineer Dan Peloquin; Commander Randy Stumpf and Village Attorney Carl Buck.

COMMUNITY CALENDAR

Clerk Patt presented the Community Calendar.

PUBLIC COMMENTS

Anastacia Tuskey, Communications Director from Will County Executive Lawrence Walsh’s office, addressed the Board regarding a summit on the heroin/opioid epidemic in Illinois being held on April 21st at Edward Hospital Athletic and Event Center.

Jim Schlegel addressed the Board regarding equipment being used by Frankfort Township to pick up trash. He also spoke about reductions on property taxes for disabled veterans.

CONSENT AGENDA

Village Administrator John Tomasoski presented (3) items on the Consent Agenda for Board approval. These items are strictly administrative in nature.

a. Motion to grant approval to the Mokena VFW to conduct its annual Memorial Day procession and ceremonies on Monday May 29, 2017, utilizing Wolf Road and other Village-owned property and to authorize the use of Municipal/Village resources for event coordination. b. Motion to accept the recommendations of the Site Plan and Architectural Review Committees, thereby approving the site, landscape and photometric plans, light fixtures, and building elevations as depicted on the attached exhibits for the property located at 11215-11245 W. Lincoln Highway, Outlot G in Mokena Marketplace. c. Motion to approve minutes from the March 13, 2017 Board Meeting.

Trustee Mazzorana made a motion to approve Consent Agenda Items 6 (a), (b) and (c) as depicted in the March 23, 2017 Request for Board Action prepared by the Village Administrator. Trustee Siwinski seconded.

Trustee Engler commented that the owners of Nothing Bundt Cake are looking forward to opening in Mokena this fall.

PRESENTATIONS/APPOINTMENTS/PROCLAMATIONS

Appointment of Tim Ozinga to Economic Development Commission Community/Economic Development Director Alan Zordan presented the appointment of Timothy Ozinga to the Economic Development Committee. Mr. Ozinga will be filling a vacancy left when Mr. Roy Hard resigned in April of 2016. Mr. Zordan provided information on Mr. Ozinga’s background and experience.

Trustee Engler made a motion to appoint Timothy J. Ozinga to the Economic Development Committee, effective immediately for a term to expire on June 30, 2017. Trustee Metanias seconded.

PUBLIC HEARINGS

OLD BUSINESS

Collective Bargaining Agreement with Metropolitan Alliance of Police, Unit 732 Village Administrator John Tomasoski presented the contract between the Village of Mokena and the Metropolitan Alliance of Police, Unit 732 for approval.

Terms of the contract are similar in nature to the contract with 150 Operating Engineers approved last August. Although both contracts expired at the same time, the officers elected to de-certify from the International Brotherhood of Teamsters and be represented by the Metropolitan Alliance of Police union causing a delay in the negotiation process.

Administrator Tomasoski reviewed the terms of the contract including the length of the contract, wages, health premium contributions and various language modifications. He thanked the officers and the negotiating team for their professionalism during the negotiating process.

Trustee Engler made a motion to approve a collective bargaining agreement between the Village of Mokena and the Metropolitan Alliance of Police Unit 732 with said agreement in effect from July 1, 2016 through June 30, 2020 and authorize the Village President and Village Clerk to execute the same. Trustee Metanias seconded.

NEW BUSINESS

VILLAGE ADMINISTRATORS COMMENTS

Village Administrator Tomasoski requested Economic Development Director Alan Zordan to update the Board on development and business activities. Mr. Zordan provided an update on pending development projects, announced new businesses and businesses providing tax preparation services.

TRUSTEE’S COMMENTS

Trustee Engler commented on Student Government Day and the Men Who Cook event. She also reminded everyone that the Mayors Charitable Foundation scholarship application is available on the Village’s website.

Trustee Metanias also participated in Student Government Day and would like to see it continue.

Trustee Mazzorana attended the Men Who Cook event and commented on how well attended it was. He also wished his cousin Ann a Happy Birthday.

Trustee Budzyn announced he would be out of town next week. He also attended the Men Who Cook event and commented on the volume of food the cooks prepare. He stated he was unable to participate in Student Government Day due to a previous commitment.

Trustee Siwinski attended Student Government Day and commented on how well St. Mary’s student participants did. He also encouraged residents to research candidates running for local offices prior to voting.

CLERK’S COMMENTS

Clerk Patt reminded everyone that early voting was available at the Village Hall. She commented on what a great job the student clerks did during Student Government Day and encouraged everyone to attend a performance at Curtain Call Theatre.

MAYOR’S COMMENTS

Mayor Fleischer commented on the good job by the Student Government Day participants. As a follow-up to Trustee Budzyn’s comment, he reminded everyone that Men Who Cook participants are responsible for providing the food they prepare.

RECESS TO WORK SESSION

Village President Fleischer called for a motion to recess the Regular Session of the Village Board, subject to recall of the Mayor and enter into the scheduled work session.

Trustee Siwinski made a motion to recess the regular session of the Village Board, subject to recall and enter into Work Session at 7:29p.m. Trustee Mazzorana seconded.

RECONVENE REGULAR MEETING

Village President Fleischer recalled the Board back into Regular Session.

Trustee Budzyn made a motion to return to regular session at 9:28 p.m. Trustee Engler seconded.

EXECUTIVE SESSION

Mayor Fleischer requested a motion to enter into executive session and indicated action is possible when the meeting is reconvened into regular session.

Trustee Mazzorana made a motion to enter into Executive Session at 9:30 p.m. to discuss:

• The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity pursuant to 5 ILCS 120/2(c)(1).

• Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees pursuant to 5 ILCS 120/2(c)(2)”.

• The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance pursuant to 5 ILCS 120/2(c)(3)

• The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired pursuant to 5 ILCS 120/2(c)(5). Trustee Budzyn seconded.

RECONVENE REGULAR MEETING

Trustee Mazzorana made a motion to reconvene into Regular Session at 10:30 p.m. Trustee Metanias seconded.

ADJOURNMENT

Trustee Engler made a motion to adjourn the Regular Session at 10:31 p.m. Trustee Budzyn seconded.
