The Joliet City Council met Jan. 17 to declare properties as public nuisances.

Donnie Chestnutt and Joe Carlasare thanked the Mayor and Council for their vote of confidence by appointing them to the Will County Metropolitan Exposition and Auditorium Authority Board.

III. CITIZENS TO BE HEARD ON AGENDA ITEMS:

Ed Rachel, President of Stage Hands – Local 124, thanked the Mayor and Council for their work keeping the Rialto Square Theatre operating.

V. COUNCIL COMMITTEE REPORTS:

A. Finance

Council Turk stated the Finance Committee met at 5:30 p.m. in the Executive Conference Room and reviewed the Monthly Financial Report, Personnel Summary, Travel Expense Report, and Invoices Paid Report and found them all to be in order and recommend their approval. He stated the Finance Committee will review the year-end report next month.

B. Public Safety

Councilman Gerl stated the Public Safety Committee met this evening in the Executive Conference Room to discuss the Authorization to Purchase 165 Level IV Ballistic Vests for the Joliet Police Department, Approve the 2017 Joliet Police Department and Joliet PSAP’s 9-1-1 Surcharge Reallocation Grants, Approve the 2017 Intergovernmental Agreement with the Will County 9-1-1 Emergency Telephone System Board, ETSB in Order to Receive Grant – Joliet Fire Department, and Purchase Fourteen Motorola AAPX7000XE Digital Portable Radios and Miscellaneous Radio Equipment for the Joliet Fire Department.

C. Public Service

Councilman Hug stated the Public Service Committee met at 4:30 p.m. in the Executive Conference Room and reviewed contracts, change orders, pay estimates, and final payments and found them to be in good order. He stated the Committee also discussed the I-80 bridge project and LED street lighting program.

Mayor O'Dekirk and the City Manager briefly discussed the increased number of grants the City is applying for.

8, 2016 - $3,373,426.81

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period November 25 through December 8, 2016, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

A communication from the City Manager contained his recommendation that he be authorized to:

1) Fill up to three Summer Laborer Positions in the Public Utilities Plant Operations

Division, 2) Fill up to one Laboratory Intern Position in the Public Utilities Plant Operations

Division, 3) Fill up to six Summer Laborer Positions in the Public Works Roadways

Division, 4) Fill up to four Urban Forestry Intern Positions in the Public Works Roadways

Division, 5) Fill one Maintenance Worker Position in the Public Works Roadways Division, 6) Fill one Police Patrol Officer Position, 7) Fill one I.T. System Administrator Position, 8) Fill one Deputy Fire Chief Position, and 9) Fill one Legal Secretary - Court Services Coordinator in the Legal Department.

In addition, new job descriptions for the I.T. System Administrator, Deputy Fire Chief, and Legal Secretary - Court Service Coordinator were recommended for approval.

XI. CITY MANAGER:

The City Manager briefly discussed the repair of street lights on Cass Street and summer position vacancies.

XII. NEW BUSINESS (Not For Final Action Or Recommendation):

Councilman Morris and the City Manager briefly discussed concerns with LED lighting.

Jim Trizna, Director of Public Works, briefly discussed the Collins Street streetlight replacement program. He also further explained the LED street lighting replacement phases throughout the City.

The Mayor thanked everyone who applied for the Rialto Square Theatre Board. He also discussed the creation of the Blue Ribbon Panel for the Rialto.

The Mayor briefly discussed the need to begin addressing a future crisis facing the City of finding an alternate water source.

XIII. PUBLIC COMMENTS:

Mr. Willard E. Magosky, Jr. spoke regarding ideas to help support the Rialto Square Theatre. He also spoke regarding ideas for a City Center Mall.

Carol Mulvihill spoke regarding movies shown at the Rialto Square Theatre.

XIV. MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin thanked the City Manager for reaching out to the State of Illinois regarding a no trespassing agreement for the prison on Collins Street.

Councilman Hug congratulated the Plainfield Central High School for their 2nd place finish at the Cheer competition held at Plainfield South. He also congratulated area students selected as Illinois State Scholars.

Councilwoman Quillman addressed local residents to help reduce the spread of viruses.

The Mayor highlighted a ribbon cutting last week at the Gateway Foundation Alcohol and Drug Treatment located at 1419 Essignton Road, Martin Luther King Service on Sunday at Mt. Zion, and Martin Luther King "Day of Service" Event hosted at Joliet Central High School by R. Dale Evans. He also thanked the Joliet Fire Department for their hard work on a couple significant fire instances.

XV. CLOSED SESSION to discuss the following subjects:

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation, discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 after which the meeting will be adjourned was made by Councilwoman Brooke Hernandez Brewer.
