Joliet City Council approves restaurant drive-thru

The Joliet City Council met Sept. 6 to approve a restaurant drive-thru permit.

CITIZENS TO BE HEARD ON AGENDA ITEMS: John and Raychel Wesley addressed the Mayor and Council concerning Council Memo #410-16 concerning the property at 209 Union Street and their interest in purchasing the property. Pat Meade addressed the Mayor and Council concerning Council Memo #409-16 concerning Father Raymond Lescher and the honorary street naming. IV. APPROVAL OF AGENDA: Motion to approve the Agenda as written was made by Councilwoman Bettye Gavin. Motion seconded by Councilman Michael F. Turk. Baseball COUNCIL – MANAGER FORM 369 Proceedings of the Council of the City of Joliet, Illinois held on September 6, 2016 VIDEO IS HEREIN INCORPORATED INTO THE OFFICIAL MINUTES Councilman Mudron stated on August 18, 2016 the Baseball Committee met and reviewed negotiations for naming rights for Silver Cross Field and adding an artificial surface to the ballpark. Councilwoman Quillman further discussed a portable mound to accompany the artificial surface. B. Land Use Councilman Morris stated the Land Use Committee met on August 17, 2016 and reviewed the CMAP and intergovernmental agreement regarding the Chicago Street corridor design, City design for Van Buren Plaza, and honorary street sign. He stated the Committee moved to table the animal and fowl Ordinance. He stated the amendment of two Ordinances was also discussed - Chapter 8 & 20 clarifying exceptions with respect to police calls and Chapter 19, pertaining to rates, motor vehicles and traffic code. Councilman Morris stated Alfredo Melesio gave an update on the City's Consolidated Plan with CDBG and HOME funds as well as a blight reduction program. C. Public Safety Councilman Gerl stated the Public Safety Committee met this evening to review Council Memo #403-16 renewing firefighter list for one year, Council Memo #402-16 new police list and point schedule for applicants based on residency, Council Memo #426-16 diversity training for the Police Department, purchase of 15 computers for police vehicles, and Council Memo #427-16 purchase of two used vehicles for the Police Department drug unit. Troy Cicero, MulticultuReal Communications Inc. spoke regarding diversity training for the Police Department. D. Public Service Councilman Hug stated the Public Service Committee met this evening at 4:30 p.m. and reviewed items being brought before Council at this meeting COUNCIL – MANAGER FORM 370 Proceedings of the Council of the City of Joliet, Illinois held on September 6, 2016 VIDEO IS HEREIN INCORPORATED INTO THE OFFICIAL MINUTES including new parts for stop lights and equipment purchases. He stated all items were recommended to Council for approval. VI. CONSENT AGENDA: A. Approval of Minutes 1. Pre-Council Meeting – August 15, 2016 8-15-16 Minutes 2. COUNCIL MEMO #397-16: 2017 Roadway Reconstruction Program COUNCIL MEMO #397-16 A communication from the City Manager contained his recommendation that the Mayor and Council take the following actions: 1) Approve the 2017 Roadway Reconstruction Program, 2) Authorize the administration to establish Special Service Areas for the above-mentioned projects and 3) Authorize the administration to pursue the engineering plans and advertisements for bids for the above-mentioned projects. PUBLIC COMMENTS: Robert Iuffues Webb, II addressed the Mayor and Council concerning the oath of public officials and upholding the Constitution of the United States and discriminatory practices. Delores Quin addressed the Mayor and Council concerning actions of the Joliet Police Department with regard to towing her vehicle. Candace Johnson addressed the Mayor and Council to discuss the hiring of more police officers and assigning additional officers to the St. Pat's and St. John's neighborhoods. Karen Ward addressed the Mayor and Council acknowledging Ms. Julia Alexander, with JCTV, for her inclusive communication to the City of Joliet. Karen McGower addressed the Mayor and Council on behalf of Julia Alexander and giving her more access to JCTV. Deddrick Perry with Glory International Church spoke regarding Julia Alexander's love for the City and people and asked she be given a bigger role on JCTV. Julia Alexander's sister spoke on behalf of Julia Alexander and asked Council to consider Julia as leader in the Joliet television community. Julia Alexander addressed the Mayor and Council about the many unsung heroes in the City of Joliet and her passion, purpose, and goal to expose those heroes. COUNCIL – MANAGER FORM 386 Proceedings of the Council of the City of Joliet, Illinois held on September 6, 2016 VIDEO IS HEREIN INCORPORATED INTO THE OFFICIAL MINUTES Robert Hernandez spoke in support of Julia Alexander. He also discussed the Festival in the Street this Saturday sponsored by the Chamber of Commerce in support of the Spanish Community Center Larry Crawford, 613 Hickory Street, spoke in support of JCTV and Julia Alexander. Bridget Mason with New Covenant Worship Center spoke in support of Julia Alexander. XIV. MAYOR AND COUNCIL COMMENTS: Councilwoman Gavin thanked Julia for her involvement and her passion for bringing information to the community. She also discussed "Superintendent Chats" throughout the City with the new District 86 Superintendent Dr. Theresa Ross. Councilman Gerl thanked Julia Alexandra for her service. Councilman Morris thanked Julia for her service to the community. Councilman Mudron discussed an Economic Development Workshop for Elected and Appointed Officials that took place at the Village of Frankfort on August 24th sponsored by John Greuling with the Will County Center for Economic Development. Councilman Mudron stated today, September 6th, the Rotary Club of Joliet presented a $25,000 check to Rialto Square for the marquee. Councilwoman Quillman thanked Julia for her service. She also discussed the Cathedral Area House Walk taking place on Sunday, September 11th from Noon til 1:00 p.m. and also on Sunday, September 11th Bicentennial Park will show the Bears game on a Jumbotron. Councilman Turk congratulated the Joliet Slammers for winning their division and start playoffs this week. He stated the Slammers also secured the AllStar Game for the Frontier League July 2017. He also stated he received correspondence that the band shell at Bicentennial Park be named in honor of Tom Drake, Director of the American Legion Band. COUNCIL – MANAGER FORM 387 Proceedings of the Council of the City of Joliet, Illinois held on September 6, 2016 VIDEO IS HEREIN INCORPORATED INTO THE OFFICIAL MINUTES Mayor O'Dekirk congratulated Julia Alexander, Father Lescher, the McDonalds on Broadway for their "Coffee with a Cop" and their remodeling grand opening, the Harvey Brooks Foundation for their Annual Gospel Fest, Spanish Community Center Car Show fundraising event, Mt. Zion Baptist Church Worship at the Cross at the Joliet Stadium, Odyssey LLC on their groundbreaking, Guardian Angel Home on their grand opening, the College of St. Francis on the opening of their College of Nursing at the Guardian Angel Home, Kingdom Builders Back to School Event, the Route 66 Grudge Match to raise funds for local charities, and Joliet Catholic for honoring Kelly Murphy a bronze medalist at the Olympics.
